Huckins, 72, passedway peacefully at home oneb. 6, 2013, after a short battleith cancer.Jack was born May 22, 1940,n Tulsa.He was raised in Porumnd graduated from Porumigh School.He moved to Kingfisher in958, and on April 11, 1963, hearried the love of his life,arlene Huckins.Jack was most passionatebout his family and his job ationeer Telephone Cooperaive,where he retired last yearfter working there for 43ears.Jack was a kind heartedan who was loved and wille missed by many.He is survived by his wife,arlene Huckins of the home;on, Criss Huckins and wifeeby of Sulphur, Louisiana;hree grandchildren, Amberlbers and husband Fred andatt Huckins, all of Kingisher,and Megan Huckins ofan Antonio, Texas; greatranddaughter,Harlynlbers of Kingfisher; half-siser,Lori Hobbs and husbandon of Tulsa, and nephew,raig Hamilton of Quinton.He was preceded in deathy his son, Lynn Huckins,other, stepfather, onerother and two half-brothrs.Services will be held at 2.m. Monday, Feb. 11, 2013, athe First Christian Church iningfisher. Mary Fallin and legislativeleaders have a jointvision for the 2013 session thatincludes workers’ compensation,cutting the tax rate from5.25 percent to 5 percent, restoringlocal control to schooldistricts, and working to improvethe way we managestate assets such as roads,bridges and state buildings.Since I was elected in 2008,and to this day, businesses inmy district have told me aboutthe burden created by the currentstate workers’ compensationsystem. I am a strongproponent of reforming thesystem and was pleased tohear the governor and legislativeleaders all refer to it as atop priority this year.I believe it is our moral obligationto help hard-workingOklahomans keep more oftheir money in their pockets,which will also improve thebusiness climate of Oklahoma.I feel this can be accomplishedby cutting the tax rate. As thegovernor mentioned, bothKansas and Texas have lowerincome tax rates, and I toobelieve there is room for Oklahomato further reduce theincome tax rate further.The Legislature will be examiningunfunded federalmandates and seeing if thereis any action we can take at thestate level to reduce their burdenon schools. We will alsobe looking at reducing someof our state mandates or atleast allowing for exemptions.We will be examining the allowanceof students to be exemptfrom end-of-instructiontests such as those taking AdvancePlacement tests. Theidea is to avoid test fatigue,especially for high-performingstudents. We will also bediscussing mandates such asHe became a U.S. citizen in1956.He served on the city utilityboard for 33 years, servedas the Adair County coronerand medical examiner formany years and served on thestate board of heath for nineyears. Modern roads andbridges, just like high-performingschools and a probusinessclimate, are essentialto attracting jobs to the state.Derelict bridges and roads alsorepresent a public safety hazardand source of inconveniencefor many residents.The governor listed mentalhealth funding as one ofher budget priorities. Unlikenational leaders, we feel likethe best approach to addressingthe danger of massshootings and school securityis by improving state servicesfor mental health problemsrather than trying to furtherregulate guns.
