(ABSTRACT)The Present Status of Information Service Usage by the Blindand Plans to Strengthen Information AccessSeok-su ChaMajoring in Social WelfareGraduate School of Social ScienceDongguk University(Supervised by Professor Gyeong-il Park)The significance of this study is found by dividing itself into theoretical phaseand political phase. Theoretically, first, appropriateness of various theories aboutinformation society and information access could be verified through the analysison the blind's experiences that was affected by information orientation. Currentlyin 2003, the information access degree of the blind is far lower than that of thenon-blind. Information orientation is causing the critical gap of information accessto the blind. In case of U.S., which has the most advanced information orientationlevel, the information access degree of the blind is much lower than that of thenon-blind.Second, as for the blind's usage of information media, TV and radio werecommon. Communication through telephone mainly served for informationexchange. Thus, it is necessary that the information transmission system should beconstructed variously for people around the blind as well as their families.Third, welfare information should be provided strengthening online informationservices focusing on the Internet. Moreover, efforts for supporting a variety of

information such as the individual in-house visitation education service are neededfor remote education to improve information usage ability, counseling forpsychological treatment, and learning technical skills.Fourth, for the blind having little information usage ability, it is desperatelyrequested that welfare information services and supporting centers be established toprovide various forms of information through information search and processing.Fifth, although the voice engine software, which provides voices changed fromelectronic character information, was developed, there is insufficient distribution ofcomputer to use it and few information contents compared to financial ability.Consequently, the efficiency fell low. Therefore, business to support informationequipment is requested to take charge of developing and controlling informationabout the blind professionally, and to promote the distribution of informationequipment.Sixth, information usage center should be founded to give instruction andassistance of information professionals in institutions related to the blind, whichprovide general welfare services for the blind.Seventh, it should be considered to cultivate welfare information professionals thatare responsible for information isolated class as well as the blind in communityinformation access centers, which can support welfare related to public institutionsand cultural life information.
