Legislative frameworkOn 27 October 2011, the then Coordinator-General declared the project to be a‘significant project requiring and EIS’ under section 26(1)(a) <strong>of</strong> the State Developmentand Public Works Organisation Act 1971 (Qld) (SDPWO Act). This declaration initiatesthe statutory environmental impact assessment procedure <strong>of</strong> Part 4 <strong>of</strong> the SDPWO Act,which requires the proponent to prepare an EIS for the project.The declaration <strong>of</strong> the project as a ‘significant project’ does not indicate support for orapproval <strong>of</strong> the project by the Coordinator-General or the <strong>Queensland</strong> Government.Rather, it is a requirement for the project to undergo a rigorous EIS process.- 4 - About the projectDudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement
