The recommended structure <strong>of</strong> each element <strong>of</strong> the EMPs is:ElementOperational policyPerformance criteriaImplementation strategyMonitoringAuditingReportingCorrective actionAspect <strong>of</strong> construction or operation to be managed (as itaffects environmental values)The operational policy or management objective that applies to theelement.Measurable performance criteria (outcomes) for each element <strong>of</strong>the operation.The strategies, tasks or action program (to nominated operationaldesign standards) that would be implemented to achieve theperformance criteria.The monitoring requirements to measure actual performance(e.g. specified limits to pre-selected indicators <strong>of</strong> change).The auditing requirements to demonstrate implementation <strong>of</strong>agreed construction and operation environmental managementstrategies and compliance with agreed performance criteria.Format, timing and responsibility for reporting and auditing <strong>of</strong>monitoring results.The action (options) to be implemented in case a performancerequirement is not reached and the person(s) responsible foraction (including staff authority and responsibility managementstructure).The proponent’s commitments to environmental performance, as described in theEMPs, may be included as Coordinator-General’s conditions to ensure thecommitments are met. Therefore, the EMPs are relevant documents for projectapprovals, environmental authorities and permits, and may be referenced by them.In addition to the EMPs, provide a draft DMP, as required for development approvalunder the Coastal Act, with reference to the <strong>Queensland</strong> Coastal Plan, Annex 9,‘Preparing a management plan for dredging activities’ (Department <strong>of</strong> Environment andResource Management 2012a).12. Conclusions and recommendationsMake conclusions and recommendations with respect to the project, based on thestudies presented, the EMPs and conformity <strong>of</strong> the project with legislative and policyrequirements.13. <strong>Reference</strong>sAll references consulted should be presented in the EIS in a recognised format.14.
