Consider the cumulative impacts (both beneficial and adverse) <strong>of</strong> the project from alife-<strong>of</strong>-project perspective, taking into consideration the scale, intensity, duration andfrequency <strong>of</strong> the impacts to demonstrate a balance between environmental integrity,social development and economic development.11. Environmental management plansDetail the EMPs for the construction and operation stages <strong>of</strong> the project. The EMPsshould be developed from, and be consistent with, the information in the EIS. TheEMPs must address discrete project elements and provide life-<strong>of</strong>-proposal controlstrategies. They must be capable <strong>of</strong> being read as a stand-alone documents withoutreference to other parts <strong>of</strong> the EIS.The EMPs must comprise the following components for performance criteria andimplementation strategies:• the proponent’s commitments to acceptable levels <strong>of</strong> environmental performance,including environmental objectives, performance standards and associatedmeasurable indicators, performance monitoring and reporting• impact prevention or mitigation actions to implement the commitments• corrective actions to rectify any deviation from performance standards• an action program to ensure the environmental protection commitments areachieved and implemented.
