Description <strong>of</strong> public health and safety community valuesDescribe the existing health and safety values <strong>of</strong> the community, workforce, suppliersand other stakeholders in terms <strong>of</strong> the environmental factors that can affect humanhealth, public safety and quality <strong>of</strong> life, such as air pollutants, odour, lighting andamenity, dust, noise and water.8.2.2. Potential impact and mitigation measuresDefine and describe the objectives and practical measures for protecting or enhancinghealth and safety values. Describe how nominated quantitative standards andindicators may be achieved for social impacts management, and how the achievement<strong>of</strong> the objectives will be monitored, audited and managed.Assess the cumulative effects on the health and safety <strong>of</strong> the community and workforcefrom project construction and operation. Recommend any practical monitoring regimesin this section.Include relevant consultation with the appropriate regional health service providers.8.3. Emergency management planPresent preliminary information on the design and operation <strong>of</strong> proposed safety andcontingency systems and response strategies to address significant emergency issuesfor all components and stages <strong>of</strong> the project delineated in the risk assessment,together with at least the following areas <strong>of</strong> incident and emergency:• security breach• marine incidents• fire• emergency medical response and first aid matters• release <strong>of</strong> contaminants and hazardous substance• extreme weather events• emergency shutdown systems and emergency procedures.Identify potential maritime impacts and mitigation strategies in accordance with theMaritime Safety <strong>Queensland</strong> Guidelines for Major Development Proposals (Department<strong>of</strong> Transport and Main Roads 2010b).In regard to fires, outline strategies to manage the provision <strong>of</strong>:• fire management systems to ensure the retention on site <strong>of</strong> fire water or other firesuppressants used to combat emergency incidents• building fire safety and response measures for any site buildings and temporaryworkforce accommodation- 66 - Contents <strong>of</strong> the EISDudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement
