Social and cultural areaDefine the project’s social and cultural area <strong>of</strong> influence, including the local, district,regional and state level as relevant, taking into account the:• potential for social and cultural impacts to occur• location <strong>of</strong> other relevant proposals or projects• location and types <strong>of</strong> physical and social infrastructure, settlement and land usepatterns• social values that might be affected by the project (for example, integrity <strong>of</strong> socialconditions, visual amenity, liveability, social harmony and wellbeing, and sense <strong>of</strong>community)• Indigenous social and cultural characteristics, such as native title rights andinterests, and cultural heritage.6.1.2. Community engagementConsistent with national and international good practice, and with regard to local andregional strategies for community engagement, the proponent should undertake acommunity engagement strategy to engage at the earliest practicable stage with likelyaffected parties to discuss and explain the project and to identify and respond to issuesand concerns regarding social impacts.Detail the community engagement strategy used to conduct open and transparentdialogue with stakeholders (see also Part B, Section 3.7 <strong>of</strong> this TOR). This strategyshould include the project’s planning and design stages and future operations includingaffected local and state authorities. Engagement processes should consider social andcultural factors, customs and values, and, where relevant, linkages betweenenvironmental, economic, and social impact issues.Discuss how complaint resolution will be addressed, for all stages <strong>of</strong> the project.6.1.3. Social baseline studyUndertake a targeted baseline study <strong>of</strong> the people residing in the project’s social andcultural area to identify the project’s critical social issues, potential adverse and positivesocial impacts, and strategies and measures developed to address the impacts.The social baseline study should be based on qualitative, quantitative and participatorymethods. It should be supplemented by community engagement processes, andreference relevant data contained in local and state government publications, reports,plans, guidelines and documentation, including regional plans and, where available,community plans.The social baseline study should describe and analyse a range <strong>of</strong> demographic andsocial statistics determined, in consultation with SPC, the Office <strong>of</strong> Economic and- 58 - Contents <strong>of</strong> the EISDudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement
