IntroductionThese terms <strong>of</strong> reference (TOR) set out the matters to be addressed in anenvironmental impact statement (EIS) for the proposed Dudgeon Point Coal TerminalsProject (DPCT, ‘the project’).The project proponents for the project are:• <strong>North</strong> <strong>Queensland</strong> <strong>Bulk</strong> <strong>Ports</strong> <strong>Corporation</strong> Ltd (NQBP) (the lead proponent)• Adani Mining Pty Ltd (Adani)• Dudgeon Point Project Management Pty Ltd (DPPM).A fourth proponent is presently being negotiated, to be responsible for design andconstruction <strong>of</strong> the rail spur to Dudgeon Point.The project components to be assessed include:• two separate new coal terminals on strategic port land at the Port <strong>of</strong> Hay Point,south <strong>of</strong> Mackay, supported by new <strong>of</strong>fshore wharves• a rail connection to the Goonyella rail system, an expansion <strong>of</strong> the existing tugharbour and supporting infrastructure.This document is divided into two parts:(a)(b)About the projectContents <strong>of</strong> the EIS.The TOR must be read in conjunction with Preparing an environmental impactstatement: Guideline for proponents, which explains:• the target audience for the EIS• stakeholder consultation requirements• document format• copy requirements.The guideline is available from www.projects.industry.qld.gov.au or from the EISproject manager (refer to Part A, Section 4 for contact details).Dudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement- 1 -
