Potential impacts and mitigation measuresDiscuss the impact <strong>of</strong> the project on species, communities and habitats <strong>of</strong> local,regional, state or national significance in environmentally sensitive areas as identifiedabove. Include human impacts and the control <strong>of</strong> any domestic animals introduced tothe area.Demonstrate how the project would comply with the following hierarchy:• avoiding impact on areas <strong>of</strong> remnant vegetation and other areas <strong>of</strong> conservationvalue including the habitats <strong>of</strong> listed species• mitigating impacts through rehabilitation and restoration including, where relevant, adiscussion <strong>of</strong> any relevant previous experience or trials <strong>of</strong> the proposedrehabilitation• replacing or <strong>of</strong>fsetting the loss <strong>of</strong> conservation values where avoiding and mitigatingimpacts cannot be achieved.Explain why the measures above would not apply in areas where loss would occur.Discuss the boundaries <strong>of</strong> the areas impacted by the project within or adjacent to anendangered ecological community, including details <strong>of</strong> footprint width. If the projectarea will impact upon an endangered ecological community, include reasons for thepreferred alignment and the viability <strong>of</strong> alternatives.Address any actions <strong>of</strong> the project or likely impacts that require an authority under theNC Act.Assess how the project meets the requirements <strong>of</strong> Temporary State Planning Policy1/11: Protecting Wetlands <strong>of</strong> High Ecological Significance in Great Barrier ReefCatchments (Department <strong>of</strong> Environment and Resource Management 2011e).Where relevant, this section should discuss environmental <strong>of</strong>fset requirements inaccordance with the <strong>Queensland</strong> Government Environmental Offsets Policy(Environmental Protection Agency 2008b) and take into account the applicablespecific-issue <strong>of</strong>fset policies, as follows:• State Policy for Vegetation Management (Department <strong>of</strong> Environment and ResourceManagement 2009a)• <strong>Queensland</strong> Biodiversity Offset Policy (Department <strong>of</strong> Environment and ResourceManagement 2011a)• Policy for Vegetation Management Offsets (Department <strong>of</strong> Environment andResource Management 2011b)• Fish Habitat Management Operational Policy FHMOP 005: Mitigation andCompensation for Works or Activities Causing Marine Fish Habitat Loss(Department <strong>of</strong> Primary Industries 2002).Describe any departure from no net loss <strong>of</strong> ecological values.Outline how all management measures for environmentally sensitive areas will beimplemented in the project EMPs.Contents <strong>of</strong> the EISDudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement- 37 -
