• the objectives to be used for the project in any re-contouring or consolidation,rehabilitation, landscaping and fencing.Describe measures to manage soils and mitigate impacts for all site earthworks andconstruction activities.Assess the likely soil erosion effects resulting from wind, water and removingvegetation.Summarise methods proposed to prevent or control erosion with regard to:• Best Practice Erosion and Sediment Control (International Erosion ControlAssociation Australasia 2008)• Guideline: EPA Best Practice Urban Stormwater Management—Erosion andSediment Control (Environmental Protection Agency 2008a)• preventing soil loss in order to maintain land capability/suitability• preventing degradation <strong>of</strong> local waterways• details <strong>of</strong> an erosion monitoring program.Discuss the potential for acid generation through disturbance <strong>of</strong> acid sulfate soilsduring earthworks, dredging and disposal, and construction.Should action criteria be triggered by acid generating potential as a result <strong>of</strong> testing,outline management measures in an acid sulfate soils management plan (ASSMP)prepared in accordance with:• <strong>Queensland</strong> Acid Sulfate Soil Technical Manual (see:www.derm.qld.gov.au/land/ass/products.html)• State Planning Policy 2/02: Planning and Managing Development Involving AcidSulfate Soils (Department <strong>of</strong> Natural Resources and Mines & Department <strong>of</strong> LocalGovernment and Planning 2002a)• State Planning Policy 2/02 Guideline: Acid Sulfate Soils (Department <strong>of</strong> NaturalResources and Mines and Department <strong>of</strong> Local Government and Planning 2002b).Append an outline <strong>of</strong> the ASSMP to the EIS, including the structure, potentialmonitoring strategies and a likely timeframe for development.Identify any areas within the project footprint likely to temporarily or permanently impactSCL. Where areas <strong>of</strong> identified SCL are likely to be permanently alienated by theproject, the proponent should discuss how to undertake the SCL assessment process,defined by the SCL Act, with Department <strong>of</strong> Natural Resources and Mines (DNRM) andDAFF staff.5.2.4. Land contaminationDescription <strong>of</strong> environmental valuesDiscuss the potential for land contamination within the project area from existing andpast uses, based on land use history and the nature and quantity <strong>of</strong> any contaminants.Include:• mapping <strong>of</strong> any areas listed on the Environmental Management Register orContaminated Land Register under the EP Act- 30 - Contents <strong>of</strong> the EISDudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement
