The measures identified in this section <strong>of</strong> the EIS should be used to develop the projectEMPs (see Part B, Section 11).5.1. Climate, climate change and natural hazardsDescribe the climatic conditions that may affect management <strong>of</strong> the project. Thisincludes a description <strong>of</strong> the vulnerability <strong>of</strong> the project area to seasonal conditions,extremes <strong>of</strong> climate and natural or induced hazards. Provide a risk assessment andmanagement plan detailing these potential threats to the construction and operation <strong>of</strong>the project.Address the most recent information on potential impacts <strong>of</strong> climatic factors in theappropriate sections <strong>of</strong> the EIS.Include an assessment <strong>of</strong> climate change risks and possible adaptation strategies, aswell as the following:• a risk assessment <strong>of</strong> changing climate patterns that may affect the viability andenvironmental management <strong>of</strong> the project• the preferred and alternative adaptation strategies to be implemented• commitments to working cooperatively, where practicable, with government, otherindustry and other sectors to address adaptation to climate change.It is recognised that predictions <strong>of</strong> climate change and its effects have inherentuncertainties, and that a balance must be found between the costs <strong>of</strong> preparing forclimate change and the uncertainty <strong>of</strong> outcomes. Proponents should use their bestefforts to incorporate adaptation to climate change in their EIS and project design.5.2. Land5.2.1. Land use and tenureDescription <strong>of</strong> environmental situationIdentify, with the aid <strong>of</strong> maps:• land tenures, noting tenures <strong>of</strong> special interest such as protected areas andreserves, easements, stock routes, and existing and proposed power, water, gas,road and rail infrastructure• existing land uses and facilities surrounding the project• location <strong>of</strong> the project in relation to residential, commercial, industrial, farming andrecreational areas• location <strong>of</strong> the project in relation to sensitive environmental areas (as detailed in PartB, Section 5.4.1 <strong>of</strong> this TOR).Potential impacts and mitigation measuresDescribe the potential changes to existing and potential land uses <strong>of</strong> the project siteand adjacent areas due to the construction and operation <strong>of</strong> the project.- 26 - Contents <strong>of</strong> the EISDudgeon Point Coal Terminals Project<strong>Terms</strong> <strong>of</strong> reference for an environmental impact statement
