Welcome by the PresidentDr Randy Gossen2009 followed a very exciting and busy year, with the success of the 19th <strong>World</strong><strong>Petroleum</strong> Congress providing an excellent basis from which <strong>to</strong> launch the nextthree year cycle leading up <strong>to</strong> Doha in 2011. With the 20th <strong>World</strong> <strong>Petroleum</strong>Congress the first one <strong>to</strong> take place in the Middle East, we visited Qatar and theregion repeatedly during the year.The Congress Programme Committee (CPC) has made great progress in developinga high-level technical programme for the 20th WPC under the theme ofthe next Congress: Energy Solutions for All—Promoting Cooperation, Innovationand Investment.In order <strong>to</strong> accommodate the expected increase of the Congress and its associatedexhibitions, the Qatari Organising Committee decided <strong>to</strong> bring forward theconstruction of a new convention center in Doha built <strong>to</strong> the highest technicaland environmental standards and we are pleased <strong>to</strong> report that the buildingworks are progressing smoothly and we are fully confident that the venue will beready in good time for the Congress.The Annual <strong>Council</strong> Meeting in St Petersburg was a highlight for all WPC membersand attracted a large representation from the National Committees. Expertlyorganised by the Russian National Committee, the event provided no<strong>to</strong>nly an excellent opportunity <strong>to</strong> network during the various committee meetingsand the <strong>Council</strong> itself but also included an extensive sightseeing programmeand entertainment for all.In November our Youth Committee delivered an outstanding success with the2nd WPC Youth Forum: Energise Your Future in Paris. Bringing <strong>to</strong>gether over1200 young people and senior industry leaders the interactive exchanges andlively atmosphere set a new standard for the WPC youth activities and we willendeavour <strong>to</strong> build on this success in the future.One of our key focus areas is the engagement with our member countries andthe recruitment of new members. We were delighted with the positive feedbackfrom our 2009 member survey and the constructive ideas emanating from thefeedback received. We are also pleased <strong>to</strong> see that several new countries areplanning <strong>to</strong> join the <strong>World</strong> <strong>Petroleum</strong> <strong>Council</strong> and are actively preparing the setup of National Committees in their own countries. We welcome all those whowish <strong>to</strong> participate in our global network of knowledge and understanding.I am pleased <strong>to</strong> present <strong>to</strong> you this over<strong>view</strong> of 2009 and look forward <strong>to</strong> meetingand working with many of you in the coming year.WPC Annual Report 2009 • Page 3


Direc<strong>to</strong>r General’s ReportDr Pierce Riemer2009 was yet another very busy and productive year. Our core business is theorganisation of a world class Congress and the year started in Doha where thememorandum of understanding was signed with our hosts.Not only is this the first time that an OPEC country will be hosting the event,this is a his<strong>to</strong>ric achievement for Qatar as it will be the first time in the WPC's75-year his<strong>to</strong>ry that the <strong>World</strong> <strong>Petroleum</strong> Congress will be held in the MiddleEast. and we are confident that they will deliver a world class event.During the year the Congress Programme Committee for the 20 th WPC madegreat strides in its work prepraring the programme for the 20th <strong>World</strong><strong>Petroleum</strong> Congress in Qatar. The Congress will focus the debate on solutionsaimed at providing global access for all <strong>to</strong> reliable, affordable and sustainableenergy in both the near and long term future.In November Paris hosted the second WPC Youth Forum, ‗Energise your Future‘This event enabled students and young professionals from the oil and gassec<strong>to</strong>r <strong>to</strong> debate with their peers and industry leaders about the major issuesand challenges facing the industry in the coming years. To aid this online communitywas set up. This allowed an active exchange of ideas contributing <strong>to</strong> theagenda of the Youth Forum in Paris, as well as enabling students and young professionalsin the industry <strong>to</strong> contact one another. Over 1200 young people fromaround the world attended and it was a great successEarly in the year the SEC released a press release with relevance <strong>to</strong> the work wehave done (with the great help from Aníbal Martinez in Venezuela) <strong>to</strong>gether withthe SPE, AAPG and SPEE on guidelines for reserves estimation. It is good <strong>to</strong>know that all our efforts are starting <strong>to</strong> pay off and it is gratifying <strong>to</strong> see the SECtake this long-awaited step which was promised when we met with the thenChairman of SEC, Chris<strong>to</strong>pher Cox, in 2007.The Official Proceedings of the 19 th <strong>World</strong> <strong>Petroleum</strong> Congress held in Madridwere published in an easy <strong>to</strong> reference, easy <strong>to</strong> search DVD and are the mostextensive <strong>to</strong> date.The Russian National Committee hosted us all for the annual WPC <strong>Council</strong>meeting in St Petersburg and was held alongside the biannual Arctic TechnologyConference. We held a very well attended meeting and accompanying personsenjoyed a number of visits and <strong>to</strong>urs <strong>to</strong> famous sites and monuments in thearea.Page 4 • WPC Annual Report 2009

Highlights from 2009Promoting the 20 th WPCThe Qatari Organisers for the 20th <strong>World</strong> <strong>Petroleum</strong>Congress in 2011 launched a highly ambitious programmeof promoting the event around the world.After an official launch ceremony in Doha, Qatar in March2009 they attended a host of international events includingGastech in Abu Dhabi, Offshore Europe in Aberdeen,the <strong>World</strong> Gas Congress in Buenos Aires, the Saudi ArabianOil and Gas Exhibition in Dammam and of coursethe 2nd WPC Youth Forum in Paris. The team also prepareda detailed update for the WPC members in St Petersburgduring the annual <strong>Council</strong> meeting where theyThe <strong>World</strong> <strong>Petroleum</strong> <strong>Council</strong> was invited by itsthe International Gas Union <strong>to</strong> host a StrategicPanel at the 24th <strong>World</strong> Gas Conference in Argentina.The WPC put <strong>to</strong>gether a high level expertpanel <strong>to</strong> discuss Gas <strong>to</strong> Liquids (GTL) andUnconventional Sources of Liquid Fuels. Chairedby the WPC President, Dr Randy Gossen, thepanel presented prospects for GTL <strong>to</strong> 2030 andbeyond but also looked at the competition fromother ―unconventional fuels‖ including the contributionfrom the coal industry and the prospectsfor CTL. The production of synthetic fuels fromunconventional sources such as the Canadian oilsands and the Venezuela extra heavy oils of theOrinoco Belt were also addressed before thepanel concluded with the progress of GTL commercialisationin Qatar.WPC hosts a Strategic Panel at24th WGC in Argentina2 nd WPC Youth Forum in ParisThe French National Committee hosted the 2nd WPC Youth Forum in Paris at which 1200 young peoplefrom 104 countries around the world attended. The programme for the hugely successful event had beendeveloped entirely by a panel of young people including members of the WPC Youth Committee.Page 10 • WPC Annual Report 2009


WPC <strong>Council</strong> Meeting in St PetersburgIn September 2009 the Russian National Committeehosted the WPC <strong>Council</strong> and its Committees fora week of meetings in St Petersburg. An extensiveschedule of <strong>to</strong>urs and social events for the participantsand their spouses accompanied an intensivework programme and provided a much welcomedover<strong>view</strong> of Russia’s beautiful gateway <strong>to</strong> the Baltic.WPC Legacy FundThe <strong>Council</strong> approved the establishment of a centralWPC Legacy Fund. The purpose of the Fund is <strong>to</strong> supportand expand the goals of WPC by making funds available<strong>to</strong> projects / members in good standing for activities andinitiatives recommended by member countries.The WPC Legacy Fund is in addition <strong>to</strong> the Legacy Fundsestablished by and benefitting Congress host countries and will be largely funded by the newlycreated <strong>World</strong> <strong>Petroleum</strong> Exhibition (WPE) that will be held alongside all future congresses.COP 15 Climate Change MeetingsIn December 2009, Dr. Pierce Riemer, the Direc<strong>to</strong>r General of the <strong>World</strong> <strong>Petroleum</strong><strong>Council</strong>, attended the deliberations of the UN Climate Change Conferencein Copenhagen, as an NGO observer. As such he was subjected <strong>to</strong> the rigorouscuts of NGO attendees at the Conference which concluded with the CopenhagenAccord”, signed by 30 governments, established a commitment <strong>to</strong> attempt <strong>to</strong>restrict a global temperature increase <strong>to</strong> 2°C, by moni<strong>to</strong>ring and reporting requirementsfor all countries and provides initial funding of $30 billion over athree year period <strong>to</strong> assist developing countries in mitigating and adapting <strong>to</strong>climate change.WPC Annual Report 2009 • Page 11

Abdullah BinHamad Al-Attiyah, Deputy Premier, Minister ofEnergy and Industry for Qatar, as well as the Headof OPEC, Abdalla Salem El Badri and the CEO ofExxon Mobil, Rex Tillerson.The Qatari hosts also <strong>to</strong>ok this opportunity <strong>to</strong> announcethe date and venue for the event. 2nd WPC Youth Forum in Paris: Energise Your FutureThe 2nd WPC Youth Forum celebrated a ‗full house‘ during the event in Paris from 18-20 November 2009. Over 1200 attendees, young people and students from around theworld had the unique opportunity <strong>to</strong> engage with senior industry leaders and posetheir questions on the future of the oil and gas sec<strong>to</strong>r. CommunicationThe WPC Secretariat stays in close <strong>to</strong>uch with its membership through a widerange of channels including frequent email updates, its website and the WPCNewsletter.It also liaises with the WPC working committees and produced a number ofpublications, including the official introduction <strong>to</strong> the <strong>World</strong> <strong>Petroleum</strong> <strong>Council</strong>:WPC—The Value We Add., the Annual Report for 2008 and a special edition ofits annual Yearbook which was dedicated <strong>to</strong> young people and helping themachieve a better understanding of the oil and gas sec<strong>to</strong>r.WPC—The Value We AddWPC created an over<strong>view</strong> and introduction <strong>to</strong> the<strong>World</strong> <strong>Petroleum</strong> <strong>Council</strong> in form of a brochure <strong>to</strong>provide a general insight in<strong>to</strong> the operations andactivities of the WPC and a greater understanding ofthe benefits associated with a WPC membership.Redesign of WPC WebsiteOn <strong>to</strong>p the old websiteIn 2009 the WPCSecretariatworked on a completeredesign ofthe WPC webpages <strong>to</strong> be completedby Spring2010and <strong>to</strong> the right the new web designPage 18 • WPC Annual Report 20089


WPC PublicationsThe WPC Yearbook for 2009:Fuel for Life—A Guide <strong>to</strong> EnergyThe WPC asked the specialist on energyinformation for young people, Energy Future,<strong>to</strong> produce a special version of its annualpublication <strong>to</strong> coincide with the 2ndWPC Youth Forum in Paris in November.Handed out <strong>to</strong> all attendees of the youthevent it provided an over<strong>view</strong> of the energysec<strong>to</strong>r in easily understandable terms—something that was much appreciated bymany of the senior representatives in theindustry as well.WPC Annual Report 2008As requested by its membershipWPC created an Annual Report for2008 which was presented at the<strong>Council</strong> Meeting in St Petersburg. Outreach <strong>to</strong> other StakeholdersWPC cooperateswith awide range ofstakeholders:We continue <strong>to</strong> work closely with other related organisations <strong>to</strong> add value for all withoutreinventing the wheel. One example is our work over the last 15 years with theSociety of <strong>Petroleum</strong> Engineers (SPE) and the American Association of <strong>Petroleum</strong> Geologists(AAPG) in developing standardised terminology and methodology for calculatingreserves and more recently combining this with the United Nations effort on theharmonisation of definitions. We also work closely with the United Nations GlobalCompact promoting their aims and principles <strong>to</strong> our member countries. In addition, weare also recognised by the United Nations Framework on Climate Change and helppromote best practice world-wide.WPC is the only global organisation that represents all aspects of the petroleum (oil andgas) industry that benefits society's expectations for sustainable energy. IEF—International Energy ForumThe <strong>World</strong> <strong>Petroleum</strong> <strong>Council</strong> was invited<strong>to</strong> participate in the MinistersMeeting in Rome called by the InternationalEnergy Forum in June and in Viennain November.IGU-International Gas UnionThe WPC hosted a special session on Unconventional Sources of Liquid Fuels duringthe 23rd <strong>World</strong> Gas Congress in Argentina, where the WPC President also met withthe newly elected IGU President Datuk Rahim Hashim from Malaysia.WPC PresidentDr Gossen withthe new IGUPresident DatukThe WPC is also involved in the preparation of the Malaysian Triennium for the25th <strong>World</strong> Gas Congress in 2012 in Kuala Lumpur and participates in two taskforces focusing on engaging young people in the industry.IPIECA–International <strong>Petroleum</strong> Industry Environmental Conservation AssociationWPC supported the first IPIECA Human Rights workshop held in Africa in Cape<strong>to</strong>wn in February 2009. As a partner in the event, WPC was able <strong>to</strong> extend anumber of free places <strong>to</strong> its membership at the meeting. Reports from this andother IPIECA activities are available for download from the WPC website.SEC-U.S. Securities and Exchange CommissionMajor progress was achieved <strong>to</strong> involve the SEC in the joint work of SPE, AAPG, SPEE andWPC <strong>to</strong> establish clear guidelines for reserves and resources classifications, with the SECissuing a press release supporting this approach <strong>to</strong> reserves estimation.Cooperating on key issues for the industryIn a joint initiative for the 2nd WPC Youth Forum ‗Energise Your Future‘, theWPC team was joined by a host of institutions includingthe AAPG, AFTP, EAGE, Energy Institute, GEP, IGU, SPEand WPC <strong>to</strong> promote the event <strong>to</strong> their youth membership.They were represented with a joint associationstand in the interactive Knowledge Café where they engagedwith many of the over 1200 young attendees.WPC invited anumber ofassociationpartners <strong>to</strong> jointhem for the 2ndWPC Youthforum in Paris.WPC Annual Report 2009 • Page 21

In preparing those financial statementsthe Vice President Finance and the Direc<strong>to</strong>r General are required:<strong>to</strong> select suitable accounting policies and then apply them consistently<strong>to</strong> make judgements and estimates that are reasonable and prudentThe Vice President, Finance and the Direc<strong>to</strong>r General are responsible for:keeping proper accounting records which disclose with reasonable accuracy at any timethe financial position of the <strong>Council</strong>.safeguarding the assets of the <strong>Council</strong> and hence for taking reasonable steps for the preventionand detection of fraud and other irregularities.It should be noted that the accounts work on a congress cycle (3 years) as WPCs main incomecomes from the Congress.
