Ncffierur REPoRT - NA*ffirvEHUMBOLDT COUNTY SHERIFF'S OFFICEPagetNCtDENT NO 2009060025lNcl DENr DArE/rrM05/08/2009/1 3: 00 HCC 8.04.010 NUISANCE COMPLAINTCase number: 0609-023Case initiation:On June 8,2009 lwas assigned to investigate a nuisance complaint on behalf of the Humboldt County Clerk's <strong>Office</strong>. The property inquestion is a ranch located on Eden Valley Road, across from Diamond Plastics in Golconda, Humboldt County, Nevada. The parcelnumber for the property is 008-643-04. The complainants allege the property has "many trailers that are <strong>us</strong>ing inacceptable means ofdisposing the waist, many cars on the property, has pallets and other piles of junk that is a firehazard."Case investigation:I traveled to the property and observed it was a ranch or farm typed setting. On the south side of the property I noted several livestock pencontaining cattle, llama's, and horses. In the middle of the property, I noted multiple residences; both mobile homes and "stick built." On thnorth side of the property, I noted numero<strong>us</strong> vehicles that appeared to be old and not <strong>us</strong>able.I continued past the property and contacted the complainantthis case, Warren Barber. Barberelayed he believed multiple families residon the s<strong>us</strong>pect property and that the septic system is not adequate to support a large amount of people. Further, Barber stated he believedsubject's on the s<strong>us</strong>pect property were in fact <strong>us</strong>ing 55 gallon drums to collect human waist, and would later transport the drums to anunknown location and dispose of the waist. Barber stated the property was an eye sore in general and that he believed several areas werefire hazard.Barber allowed me to <strong>us</strong>e his property to take several digital photographs of the s<strong>us</strong>pect property. As I was walking the fence line thatseparates the properties and photographing the s<strong>us</strong>pect property, I was approached by a male subject who identified himself asWilliam Evans. Evans stated the owner of the property was out of town and that he has managed the property for 2 years. Evans staied hewas hired by property owner Bob Ha<strong>us</strong>ler, and is responsible for the general maintenance and clean up of the property. Evans stated therehas been an on going dispute between Ha<strong>us</strong>ler and Barber over the <strong>us</strong>e or rent of property Ha<strong>us</strong>ler owns. Evans stated Barber had reporteHa<strong>us</strong>ler to the Humboldt County Building Departmenl, and that a building inspector had been out there "abouthree or four months ago."Evans stated the building inspector found nothing wrong and departed the property. Evans agreed the property was an eye sore andcluttered and at one point even referred to the property as a nuisance. Evans stated he has been working to clean up and makeimprovements to the property and has hauled approximately 70 tons of scrap metal off the property. Evans invited me onto the property ancallowed me to take photographs.As I was on the on the property, I noted it is very large and divided by several fences. In the north east section of the property I notedmultiple camp trailer/motor home type vehicles, numero<strong>us</strong> cars and trucks, at least 2 boats, and a large amount of car and truck partsincluding motors, hoods, doors, batteries, etc. For all practical purposes, the property resembles a junk yard/auto salvage yard more than itresembles a ranch. In all, lcounted 52 cars and trucks that appeared inoperable,5 travel trailers and motor homes, which, in nry opinion,appear to be in operable, 3 single wide mobile homes that are either inoperable or appear to be <strong>us</strong>ed as storage, and 2 boats that alsoappear to be inoperable. Furlher, I did observe multiple pieces of farm or ranch type equipment such as tractors and combines. Thisequipment also appeared to be inoperable. For the purpose of this report, I will state that I am not a mechanic, and did not inspect eachvehicle, boat, motor home, etc. to see if it was in runninq condition or not.At numero<strong>us</strong> points on the property, I did note large stacks of wood pallets, which I do believe could be a fire hazard. A few of the stacks ofpallets are next to or close to some of the residen.pq nn tho nrnnerhr Evans stated the pallets were <strong>us</strong>ed for shipping large items andflrewood in the winter.I did not find any evidence of human waist being stored in 55 gallon drums.
