Analysis 65 Marine Accident ReportAdequacy of <strong>Passenger</strong> and Crew SafetyAlthough no <strong>on</strong>e was seriously hurt in <strong>the</strong> <strong>Ecstasy</strong> accident, <strong>the</strong> Safety <strong>Board</strong>identified several areas in which improvements could be made to <strong>the</strong> safety practices <strong>on</strong><strong>the</strong> ship.<strong>Passenger</strong> DrillSOLAS requirements stipulate “musters of passengers shall take place within 24hours after <strong>the</strong>ir embarkati<strong>on</strong>.” Carnival Cruise Lines c<strong>on</strong>ducted an emergency drill for<strong>the</strong> <strong>Ecstasy</strong>’s passengers before <strong>the</strong> vessel sailed, which, in this case, was beneficial, giventhat <strong>the</strong> fire broke out within a half hour of <strong>the</strong> ship’s departure from port. <strong>Passenger</strong>sreceived instructi<strong>on</strong>s in English and Spanish to prepare <strong>the</strong>m for an evacuati<strong>on</strong>, includinginformati<strong>on</strong> <strong>on</strong> how to d<strong>on</strong> <strong>the</strong>ir lifejackets and <strong>on</strong> where to assemble in <strong>the</strong> event of anemergency. During <strong>the</strong> drill, <strong>the</strong> bridge sounded <strong>the</strong> general alarm signal, and passengershad to practice <strong>the</strong> route to <strong>the</strong>ir assigned muster stati<strong>on</strong>s as if <strong>the</strong>y were participating in areal emergency.Of <strong>the</strong> 300 passengers surveyed by <strong>the</strong> Safety <strong>Board</strong> about <strong>the</strong> emergency, 126resp<strong>on</strong>ded. More than half of <strong>the</strong> resp<strong>on</strong>dents, or 79 passengers, indicated that <strong>the</strong> drillwas valuable in preparing <strong>the</strong>m for <strong>the</strong> actual emergency. The remaining surveyresp<strong>on</strong>dents identified various problems or situati<strong>on</strong>s that were not addressed during <strong>the</strong>drill. Several people indicated that <strong>the</strong> drill did not include specific informati<strong>on</strong> about fireemergencies, including what to do if <strong>the</strong>y encountered smoke or fire. A number ofresp<strong>on</strong>dents who had to move to a different muster stati<strong>on</strong> because of smoke said that <strong>the</strong>drill did not provide informati<strong>on</strong> about what to do if a muster stati<strong>on</strong> was not available.One pers<strong>on</strong> stated that she did not hear any instructi<strong>on</strong>s from <strong>the</strong> crewmembers at hermuster stati<strong>on</strong> but followed <strong>the</strong> crowd when every<strong>on</strong>e started leaving <strong>the</strong> stati<strong>on</strong>. Severalpassengers commented that <strong>the</strong>y could not readily distinguish those crewmembers whowere trained to assist <strong>the</strong>m because vessel pers<strong>on</strong>nel all wore <strong>the</strong> same uniforms.For an emergency drill involving several thousand people to be effective, <strong>the</strong>informati<strong>on</strong> disseminated must be c<strong>on</strong>cise and essential for survival. The Safety <strong>Board</strong>notes that, in additi<strong>on</strong> to <strong>the</strong> practice drill, Carnival Cruise Lines provides passengers wi<strong>the</strong>mergency informati<strong>on</strong> in a variety of ways. The company broadcasts general cruiseinformati<strong>on</strong>, including emergency procedures, <strong>on</strong> televisi<strong>on</strong> m<strong>on</strong>itors at <strong>the</strong> embarkati<strong>on</strong>point where passengers line up to board <strong>the</strong> ship. In <strong>the</strong> staterooms, Carnival Cruise Linesposts evacuati<strong>on</strong> procedures <strong>on</strong> placards and broadcasts emergency procedures <strong>on</strong> atelevisi<strong>on</strong> channel devoted to cruise informati<strong>on</strong>. The company has televisi<strong>on</strong> m<strong>on</strong>itors at<strong>the</strong> bars in passenger lounges to disseminate announcements and o<strong>the</strong>r informati<strong>on</strong>.Safety <strong>Board</strong> investigators reviewed <strong>the</strong> drill script used by <strong>the</strong> <strong>Ecstasy</strong>’s cruisedirector as a reference for necessary subjects to cover in <strong>the</strong> drill. The script makes nomenti<strong>on</strong> of acti<strong>on</strong>s that passengers should take if <strong>the</strong>y see smoke or if <strong>the</strong>ir muster stati<strong>on</strong>is not available.
