Factual Informati<strong>on</strong> 45 Marine Accident Reportwas told that <strong>the</strong> Coast Guard was in radio communicati<strong>on</strong> with <strong>the</strong> <strong>Ecstasy</strong> and that <strong>the</strong>fire was reportedly under c<strong>on</strong>trol. Based <strong>on</strong> area televisi<strong>on</strong> coverage of <strong>the</strong> fire, an FDdivisi<strong>on</strong> chief later teleph<strong>on</strong>ed <strong>the</strong> Coast Guard to report that <strong>the</strong> fire did not appear to bec<strong>on</strong>trolled and <strong>the</strong>n went to <strong>the</strong> Coast Guard operati<strong>on</strong>s center to participate in <strong>the</strong> unifiedcommand operati<strong>on</strong>s. Once <strong>the</strong>re, he c<strong>on</strong>tacted <strong>the</strong> <strong>Miami</strong>-Dade FD to join <strong>the</strong> unifiedcommand structure and to request shipboard firefighting resources.By 1930, <strong>the</strong> two fire departments had assembled and dispatched two strike teams<strong>on</strong> Coast Guard cutters to <strong>the</strong> <strong>Ecstasy</strong>. Strike team No. 1 c<strong>on</strong>sisted of <strong>Miami</strong>-Dade FDfirefighters 35 who were to assess <strong>the</strong> fire c<strong>on</strong>diti<strong>on</strong>s and advise <strong>the</strong> unified commandwhe<strong>the</strong>r <strong>the</strong> <strong>Ecstasy</strong> should be allowed into port. Strike team No. 2 c<strong>on</strong>sisted of <strong>Miami</strong>Beach FD firefighters and medical pers<strong>on</strong>nel who were to triage and treat <strong>the</strong> injured.Once <strong>on</strong> <strong>the</strong> <strong>Ecstasy</strong>, <strong>the</strong> strike team No. 1 leader c<strong>on</strong>ferred with <strong>the</strong> Coast Guardrepresentatives, <strong>the</strong> master, and Carnival Cruise Lines’ firefighting safety training directorabout <strong>the</strong> heat and smoke c<strong>on</strong>diti<strong>on</strong>s, and all agreed that <strong>the</strong> ship could not return to portuntil <strong>the</strong> fire was c<strong>on</strong>firmed out. They established a fire operati<strong>on</strong>s center in <strong>the</strong>marshaling area near <strong>the</strong> stern <strong>on</strong> deck No. 3 and developed an acti<strong>on</strong> plan tosystematically assess <strong>the</strong> fire area by searching all 10 decks in <strong>the</strong> aft secti<strong>on</strong> of <strong>the</strong> ship.While <strong>the</strong> strike team No. 1 leader remained at <strong>the</strong> marshaling area, <strong>the</strong> strike teammembers attempted to enact <strong>the</strong> plan to c<strong>on</strong>firm <strong>the</strong> status of <strong>the</strong> fire but could not do sobecause of <strong>the</strong> heat and smoke c<strong>on</strong>diti<strong>on</strong>s. The fire team members were <strong>the</strong>n stati<strong>on</strong>ed at<strong>the</strong> fire doors to m<strong>on</strong>itor <strong>the</strong> affected areas and check for developing fires while <strong>the</strong>passageways were ventilated, <strong>the</strong>reby dissipating some of <strong>the</strong> heat and smoke.After strike team No. 1 completed its assessment, <strong>the</strong> strike team leader briefed <strong>the</strong>COTP, Carnival Cruise Lines representatives, and o<strong>the</strong>r pers<strong>on</strong>nel about <strong>the</strong> status of <strong>the</strong>fire. At his recommendati<strong>on</strong>, <strong>the</strong> firefighters c<strong>on</strong>tinued to ventilate <strong>the</strong> affected areas andselected teams c<strong>on</strong>tinued to m<strong>on</strong>itor c<strong>on</strong>diti<strong>on</strong>s <strong>on</strong> decks No. 5, 6, and 8. The <strong>Miami</strong>-Dadehazardous materials team m<strong>on</strong>itored <strong>the</strong> entire ship for transfer of carb<strong>on</strong> m<strong>on</strong>oxide from<strong>the</strong> fire area. About 2109, <strong>the</strong> fire was declared extinguished.While <strong>the</strong> fire was being assessed, strike team No. 2 examined and treated at least70 patients and arranged transport for those requiring fur<strong>the</strong>r medical treatment at areahospitals. Strike team No. 2 also established a rehabilitati<strong>on</strong> area to examine <strong>the</strong> <strong>Ecstasy</strong>crew firefighters as <strong>the</strong>y completed <strong>the</strong>ir firefighting operati<strong>on</strong>s. 36Emergency Preparedness Drills and ExercisesOn October 3, 1997, representatives from Carnival Cruise Lines, <strong>the</strong> Port of<strong>Miami</strong>, <strong>the</strong> Biscayne Pilots, area emergency resp<strong>on</strong>se agencies, and <strong>the</strong> Coast Guardparticipated in a marine firefighting table-top exercise that simulated a fire <strong>on</strong> board <strong>the</strong><strong>Ecstasy</strong>.35 Strike team No. 1 was a firefighting suppressi<strong>on</strong> team.36 The strike teams did not participate in any active firefighting. All shipboard firefighting efforts wereundertaken by <strong>Ecstasy</strong> crewmembers.
