Ten recommendations are provided under threethemes. The individual recommendations aredesigned for minimal overlap in budget <strong>and</strong>implementation, however there are many stronglinkages <strong>and</strong> synergies <strong>–</strong> the whole is larger thanthe sum of its parts.Practical action1. Protecting <strong>and</strong> increasing the vegetation cover.2. Sustainable agricultural development.3. Transboundary river flood risk reduction.4. Improve the sustainability of transboundarytrade <strong>and</strong> the bi-national markets, whilereducing their environmental impacts.5. Border zone economic development <strong>and</strong>diversification.6. Address pollution of transboundary rivers.Improving cooperation <strong>and</strong> governance7. Improve existing transboundary cooperationmechanisms that deal with environmentalissues <strong>and</strong> transboundary watersheds.8. Environmental governance <strong>and</strong> regulation<strong>and</strong> control of the charcoal trade <strong>and</strong> otherforest products.9. Strengthen the management of marine <strong>and</strong>coastal resources in the border zone.Research <strong>and</strong> analysis10. Lake Azuei <strong>and</strong> Lake Enriquillo flooding analysis.Practical action1. Protecting <strong>and</strong> increasing the vegetationcover: Continue to financially <strong>and</strong> politicallysupport the bi-national reforestation efforts.Reform efforts as needed to improve <strong>Haiti</strong>an<strong>and</strong> <strong>Dominican</strong> Government ownership, whileensuring a participatory approach amongaffected communities. Increase technicalassistance to improve the quality, consistency<strong>and</strong> sustainability of the re-forestation efforts<strong>and</strong> implement a more strategic re-forestationprogram.Design & scopea. Focus re-forestation activities to areas mostvulnerable <strong>and</strong> erosion prone (steep slopes etc)rather than just where l<strong>and</strong> is available.b.
