Access control is specified in <strong>the</strong> minimumrequirements but is often accompanied by brutality aimed at waste pickers,and at <strong>the</strong> enclosure of recyclable resources from which <strong>the</strong>y make a living.- The DWAF’s own monitoring and enforcement of permit conditions, even on‘proper’ landfills, has nei<strong>the</strong>r bark nor bite. In so far as it is visible at all, it seemscommitted to negotiated non-compliance. This is generally attributed to <strong>the</strong>Constitutional requirement for co-operative governance.
