checks of such EVMs are being done in the presence of representatives ofpolitical parties. A two-stage randomization of EVMs will be made. In the firststage, all the EVMs stored in the District storage center will be randomized by theDistrict Election <strong>Officer</strong> (DEO) in the presence of the representatives of therecognized political parties for allocation, assembly constituency-wise. EVMs willbe prepared and set for elections after the contesting candidates are finalized inpresence of candidates. At this stage also, candidates or theiragents/representatives will be allowed to check and satisfy themselves in everymanner about the functionality of the EVMs. After the EVMs in a constituencyare prepared for poll by the Returning <strong>Officer</strong> and the ballot units are fitted withballot papers, the EVMs will again be randomized to decide the actual pollingstations in which they will be ultimately used. <strong>The</strong> second stage randomizationwill be done in the presence of General Observers and candidates or theirelection agents.Law and Order and Deployment of ForcesBased on the assessment of the ground situation, Central Police Forces(CPF) and State Armed Police (SAP) drawn from other States will be deployedduring the ensuing general elections. <strong>The</strong> CPF and SAP will be used generallyfor safeguarding the polling stations, the electors, poll-material and the pollingpersonnel. Besides, these forces will be used for securing the strong roomswhere the EVMs are stored pending counting and for securing the countingcenters.<strong>The</strong> Commission has been issuing instructions from time to time withregard to the advance preventive measures to be taken by the DistrictMagistrates and Police authorities to maintain Law & Order and to createatmosphere conducive for conduct of free and fair elections. <strong>The</strong> Commission willbe constantly monitoring the ground situation closely and will take appropriatemeasures to ensure peaceful, free and fair polls in these States.4


General Observers<strong>The</strong> Commission will deploy General Observers in adequate number toensure smooth conduct of elections. <strong>The</strong> Observers will be asked to keep a closewatch on every stage of the electoral process to ensure free and fair elections.<strong>The</strong>ir names, addresses within the district/constituency and their telephonenumbers will be publicized in local newspapers so that the general public canquickly approach them for any grievance redressal. <strong>The</strong> Observers will be givena detailed briefing by the Commission before their deployment.Election Expenditure Monitoring<strong>The</strong> Commission has also decided to appoint adequate number ofExpenditure Observers and Assistant Expenditure Observers who will exclusivelymonitor the election expenditure of the contesting candidates. For greatertransparency and for ease of monitoring of Election Expenses, Candidates wouldbe required to open a separate bank account and incur their election expensesfrom that very account. Comprehensive instructions for the purpose of effectivemonitoring of the election expenditure of the candidates, including formation offlying squads, video Surveillance Teams in the constituency, involvement ofInvestigation Directorates of Income Tax Deptt. etc. have been separately issuedby the Commission and are available at ECI website < www:eci.nic.in >. <strong>The</strong>format for filing of affidavits regarding criminal backgrounds. assets, liabilities andeducational qualification of the candidates have been modified to include asummary sheet.To deal with the issue of Paid News, Monitoring Committees have beenset up at District, State and Commission level and necessary instructions havebeen issued to the District Election <strong>Officer</strong>s and the CEOs of the five poll-goingStates. Representatives of political parties and media organizations of the pollgoingStates have also been briefed.Micro ObserversIn addition to General Observers, the Commission will also deploy Microobserversto observe the poll proceedings in the polling stations on the poll day5


in selected critical polling stations. <strong>The</strong>y will be chosen from CentralGovernment/Central PSUs officials. Micro-Observers will observe theproceedings at the polling stations on the poll day right from the mock poll to thecompletion of poll and the process of sealing of EVMs and other documents toensure that all instructions of the Commission are complied with by the PollingParties and the Polling Agents. <strong>The</strong>se Micro-Observers will work directly underthe control and supervision of the General Observer. <strong>The</strong>y will be tasked toensure purity of polling process and will report to the General Observers directlyabout any vitiation of the poll proceedings in their allotted polling stations.Conduct of Officials<strong>The</strong> Commission expects all officials engaged in the conduct of electionsto discharge their duties in an impartial manner without any fear or favour. <strong>The</strong>yare deemed to be on deputation to the Commission and shall be subject to itscontrol, supervision and discipline. Several instructions have been issued fromtime to time to ensure impartiality of officials who are engaged in the conduct ofelections. <strong>The</strong> conduct of all Government officials who have been entrusted withelection related responsibilities and duties would remain under constant scrutinyof the Commission and strict action shall be taken against those officials who arefound wanting on any account. <strong>The</strong> Commission has already given instructionsthat no election related official or Police officer of the rank of Inspector and aboveshall be allowed to continue in his home district. Besides, instructions have alsobeen issued that election related officials including police officials who havecompleted three years in a district during last four years should be transferred outof that district. Police officers of the rank of Sub Inspector who have completedthree years in a Sub Division/Assembly Constituency Area shall be transferredout of that Sub Division/Assembly Constituency. <strong>The</strong> State Governments havealso been asked to transfer all those officers against whom the Commission hasrecommended disciplinary action or who have been charged for any lapse duringprevious elections or for any election related work, from positions entailing anyelection work. <strong>The</strong> State Governments have been instructed to ensure that those6


who stand transferred shall move out physically from their last place of postingand shall not remain there on any pretext including leave. <strong>The</strong> Commission hasalso instructed the State Governments not to associate any officer with theelectoral process against whom charges have been framed in a court of law inany case.Protection to SC/ST ElectorsAs per Section 3 (1) (vii) of Scheduled Castes and Scheduled Tribes(Prevention of Atrocities) Act, 1989, whoever, not being a member of aScheduled Caste or Scheduled Tribe, forces or intimidates a member of aScheduled Caste or a Scheduled Tribe not to vote or to vote for a particularcandidate or to vote in a manner other than that provided by law shall bepunishable with imprisonment for a term which shall not be less than six monthsbut which may extend to five years and with fine. <strong>The</strong> Commission has asked theState Governments to bring these provisions to the notice of all concerned forprompt action.Polling StationsPolling Stations in the poll going States are as follows:Goa 1612Manipur 2325Punjab 19724Uttar Pradesh 128112Uttarakhand 9744For the facility of physically challenged persons, instructions have beenissued to ensure that all polling stations as far as practicable, are located atground floor and ramps are provided. Facilitation shall also be provided forlocating electors’ names in a polling station or a group of polling stations throughhelp lines and facilitation centers.7


Model Code of Conduct<strong>The</strong> Model Code of Conduct comes into effect immediately from nowonwards. All the provisions of the Model Code will apply to the whole of Goa,Manipur, Punjab, Uttar Pradesh and Uttarakhand and will be applicable to allcandidates, political parties, the State Governments of Goa, Manipur, Punjab,Uttar Pradesh and Uttarakhand and the Union Government from today itself.Attention of the political parties and candidates is particularly invited to thefollowing provisions of the Model Code:-“<strong>The</strong>re shall be no appeal to caste or communal feelings for securingvotes. Mosques, Churches, Temples or other places of worship shallnot be usedas forum for election propaganda.”Voter SlipsTo facilitate the voters to know where he/she is enrolled as a voter at aparticular polling station and what is his/her serial number in the <strong>Electoral</strong> roll, theCommission has directed that voter slip including photograph of the voter, whereavailable in the photo roll, will be distributed to all enrolled voters by the DistrictElection <strong>Officer</strong>. It has also been directed that the said voter slip should be in thelanguages in which electoral roll is published for that Assembly Constituency.Application of innovative practicesElection Commission is applying certain innovative practices for thebenefit of voters and better election management in the elections to the fiveStates/Union Territory. <strong>The</strong>se best practices were successfully implemented bydistrict election authorities in various elections held recently. Commission hasdecided to apply innovative practices viz on line payment to polling staff,security management and Voters education and awareness creation indifferent States during these elections.9


Complaint redressal mechanism – Call Center and Website basedEvery poll going state shall have a complaint redressal mechanism basedon website and call center. <strong>The</strong> number of call center is 1950 which is a toll freenumber. <strong>The</strong> URL of the complaint registration website will be announced foreach state by the respective <strong>Chief</strong> <strong>Electoral</strong> <strong>Officer</strong> separately. Complaints canbe registered by making calls to the toll free call center numbers or on the website. Action will be taken within time limit on all complaints. Complainants willalso be informed of the action taken by SMS and by the call center.Complainants can also see the details of the action taken on their complaints onthe website.Systematic Voters’ Education & <strong>Electoral</strong> Participation (SVEEP)Comprehensive measures for voters’ education and electoral participationhave been taken up during Summary Revision for inclusion of all eligible voters,especially the newly eligible electors in the electoral roll. <strong>The</strong>se measures basedon scientific survey comprising information, motivation and facilitation efforts willremain vigorous during the electoral process. <strong>Chief</strong> <strong>Electoral</strong> <strong>Officer</strong>s of the fivepoll-going States have been directed to ensure wide distribution of electionrelatedinformations. National and Regional icons are being involved forspreading motivational messages. All these measures initiated by theCommission are directed to facilitate greater participation of voters in the pollgoingStates.Schedule of Election.<strong>The</strong> Commission has prepared the Schedule for holding General Electionsto the Legislative Assemblies of Goa, Manipur, Punjab, Uttar Pradesh andUttarakhand after taking into consideration all relevant aspects, like the Climaticconditions, Academic and Examination schedules, Festivals, prevailing law andorder situation in the State, availability of Central Police Forces, time needed formovement, transportation and timely deployment of forces, and assessment ofother ground realities. <strong>The</strong> Commission after considering all relevant aspects has10
