2.22 Fire Mission PayA. Each employee in the classification of Material and Stores Specialist and HeavyEquipment Mechanic in the Department of Forestry and Fire Protection shall receive a FireMission pay differential of 1 pay step and 2 pay steps respectively when fire season isdeclared for the employee’s ranger unit. Fire Mission pay shall be effective upon the firstday for which fire season is declared in the employee’s ranger unit and shall continue untilfire season ends for the employee’s ranger unit.B. During the period for which the employee is receiving the Fire Mission differential he/sheshall remain available on regular workdays to be called back to work on short notice if theneed arises.C. Each Ranger Unit Chief or designee may establish procedures with regard to howcontact is to be made (e.g. electronic paging device, phone) and with regard to responsetime while on immediate response status. Employees shall be expected to respond to thephone call or page within 30 minutes. Compensable time shall commence when theemployee begins his/her travel to the work site or other location designated by theemployer.D. For purposes of this section, employees shall be compensated in accordance with theOvertime Compensation provision of the Unit 12 MOU if their time is restricted by theemployer in order that they may be available for immediate response during off-duty hours.ARTICLE 3 - HEALTH AND WELFARE3.1 Health , Dental, VisionA. Program Description1. Contribution Amountsa. From July 1, 1999 to December 31, 1999, the State agrees to pay thefollowing contribution for health benefits. To be eligible for this contribution,an employee must positively enroll in a health plan administered or approvedby PERS.(1) The State shall pay $174.00 per month for coverage of an eligibleemployee.(2) The State shall pay $329.00 per month for coverage of anemployee plus one dependent.(3) The State shall pay $418.00 per month for coverage of an eligibleemployee plus two or more dependents.b. From January 1, 2000 to June 30, 2001, the State agrees to pay thefollowing contribution for health benefits. To be eligible for this contribution,an employee must positively enroll in a health plan administered or approvedby PERS.(1) The State shall pay $174.00 per month for coverage of an eligibleemployee.(2) The State shall pay $346.00 per month for coverage of anemployee plus one dependent.22BU 12(99-01)
B. Health Benefits(3) The State shall pay $452.00 per month for coverage of an eligibleemployee plus two or more dependents.1. Employee Eligibilitya. For purposes of this section, “eligible employee” shall be defined by thePublic Employees’ Medical and Hospital Care Act.b. Permanent Intermittent Employees2. Family Member Eligibility(1) Initial Eligibility – A permanent intermittent employee will beeligible to enroll in health benefits during each calendar year if theemployee has been credited with a minimum of 480 paid hours in oneof two control periods. For purposes of this section, the controlperiods are January 1 through June 30 and July 1 through December31 of each calendar year. An eligible permanent intermittentemployee must enroll in a health benefit plan within 60 days from theend of the qualifying control period.(2) Continuing Eligibility – To continue health benefits, a permanentintermittent employee must be credited with a minimum of 480 paidhours in a control period or 960 paid hours in two consecutive controlperiods.For purposes of this section, “eligible family member” shall be defined by thePublic Employees’ Medical and Hospital Care Act.3. Technical Clean Up To Health Benefit Vesting LanguageThe Union agrees to support legislation to amend Section 22825.3 to read asfollows:a. 22825.3 Notwithstanding Sections 22825, 22825.1 and 22825.2, stateemployees who become state members of the Public Employees’ RetirementSystem after January 1, 1989, and who are included in the definition of stateemployee in subdivision (c) of Section 3513 shall not receive any portion ofthe employer’s contribution payable for annuitants, pursuant to Section22825.1, unless these employees are credited with 10 years of state serviceas defined by this section, at the time of retirement.b. Notwithstanding Sections 22825, 22825.1 and 22825.2, a state employeewho became a state member of the Public Employees’ Retirement Systemafter January 1, 1990, is either (1) excluded from the definition of stateemployee in subdivision (c) of Section 3513; or (2) a non-elected officer oremployee of the executive branch of government who is not a member of thecivil service, shall not receive any portion of the employer’s contributionpayable for annuitants, pursuant to Section 22825.1, unless the employee iscredited with 10 years of state service as defined by this section, at the timeof retirement.c. The percentage of employer contribution payable for post retirementhealth benefits for an employee subject to this section shall be based on themember’s completed years of state service at retirement as shown in thefollowing table:23BU 12(99-01)
