3. A fractional-month employee meeting the Bilingual Differential Pay criteria willreceive the differential on pro rata basis.4. An employee paid by the hour, meeting the Bilingual Differential Pay criteria willreceive a differential <strong>of</strong> $.58 per hour.5. An employee paid by the day, meeting the Bilingual Differential Pay criteria, willreceive a differential <strong>of</strong> $4.61 per day.C. Employees, regardless <strong>of</strong> the time base or tenure, who use their bilingual skills morethan 10% <strong>of</strong> the time on a continuing basis and are approved by the Department <strong>of</strong>Personnel Administration will receive the Bilingual Differential Pay on a regular basis.D. Employees working in positions which qualify for regular Bilingual Differential Pay asauthorized by the Department <strong>of</strong> Personnel Administration may receive the appropriate payduring periods <strong>of</strong> paid time <strong>of</strong>f and absences (e.g., sick leave, vacation, holidays, etc.).E. Employees will be eligible to receive the bilingual differential payments on the date theDepartment <strong>of</strong> Personnel Administration approves the departmental pay request. Theeffective date may be retroactive to the date <strong>of</strong> appointment to a position requiring bilingualskills when the appointment documentation has been delayed. The effective date may beretroactive up to sixty (60) days when the incumbent's duties are changed to include the use<strong>of</strong> bilingual skills.F. Bilingual salary payments will be included in the calculation <strong>of</strong> lump sum vacation, sickleave, and extra hour payments to employees terminating their <strong>State</strong> service appointmentwhile on bilingual status.G. Employees receiving regular Bilingual Differential Pay will have their transfer rightsdetermined from the maximum step <strong>of</strong> the salary range for their class. Incumbents receivingbilingual pay will have the same transfer opportunities that other class incumbents areprovided.H. The Bilingual Differential Pay should be included in the rate used to calculate temporarydisability, industrial disability, and non-industrial disability leave benefits.2.13 Recruitment and Retention DifferentialA. Permanent full-time employees in CalTrans Shops 4, 7, 8, 11 and <strong>12</strong> <strong>with</strong>in Caltrans inthe following classes will be paid at the top step <strong>of</strong> their respective salary ranges plus themonthly amount specified. This is a recruitment and retention differential which will ceasebeing paid upon termination <strong>of</strong> the qualifying appointment.CLASS SHOP AMOUNTHeavy Equipment Mechanic 4, 7, 8 & 11 & <strong>12</strong> $200Equipment Material Specialist 4, 7, 8 & 11 & <strong>12</strong> $200Senior Equipment Material Specialist 4, 7, 8 & 11 & <strong>12</strong> $200B. Permanent full-time Heavy Equipment Mechanics (HEM) <strong>of</strong> the Department <strong>of</strong> WaterResources at Castaic, Pearblossom, Byron, and Bakersfield/Lost Hills will be paid at the topstep <strong>of</strong> the HEM salary range plus $200 per month as a recruitment and retentiondifferential.14BU <strong>12</strong>(99-01)
