G. SERVICE VEHICLESH. TRAINING1. Policies regarding the use and storage <strong>of</strong> <strong>State</strong> service vehicles will continue tobe in accordance <strong>with</strong> the <strong>State</strong> Administrative Manual and the TelecommunicationsDivision Manual 2220.2.<strong>12</strong>. Duty Technicians shall be provided <strong>State</strong> vehicles for home retention while onstandby if they choose not to use their personal vehicles.a. When a <strong>State</strong> vehicle is provided to a Duty Technician while on standby,the technician will be responsible for gaining possession <strong>of</strong> the vehicle at thestart <strong>of</strong> the duty week and returning the vehicle at the end <strong>of</strong> the duty weekthrough his/her own time and resources.1. Because the standby program clearly cannot work <strong>with</strong>out a minimum level <strong>of</strong>cross training among technicians, the Division shall develop training standards anda plan to meet such standards. These standards and plan may take the followingform.a. Each Area Supervisor shall list major equipment or systems in his or herarea <strong>with</strong> which all Duty Technicians must be adequately familiar.(1) The supervisor shall then see that each Duty Technician receivestraining from the technicians familiar <strong>with</strong> each item. The DutyTechnicians shall be scheduled into formal classes on specific itemswhen they are available.(2) The Area Supervisor and the Senior TelecommunicationsTechnician primarily responsible for each listed item shall determinewhen each Duty Technician is adequately trained on that item, andthe supervisor shall "sign <strong>of</strong>f" the technician, thereby certifying to DutySupervisors that the Duty Technician is adequately trained.(3) All training relative to standby readiness shall be done on <strong>State</strong>time.2. Area Supervisors shall minimize the level <strong>of</strong> expertise required <strong>of</strong> DutyTechnicians by seeing that the following items are available at fixed equipment sites.a. Adequate documentation: Manuals, "Site" copies <strong>of</strong> work package, etc.b. Supplies <strong>of</strong> unusual spare parts and working spare cards.c. Notebooks containing any information, which will help someone who, doesnot regularly work on such equipment.<strong>12</strong>4BU <strong>12</strong>(99-01)
