F. ACCESSIBILITY(1) Seek volunteers from among the technicians in the same DutyArea.(2) If no volunteers, then the Area Supervisor shall appoint from anexisting Duty Area Seniority List that includes TelecommunicationsTechnicians and Senior Telecommunications Technicians. Such listshall be ranked in order <strong>of</strong> seniority from most senior down to leastsenior. Seniority shall be determined by considering all time spent inthe class <strong>of</strong> Telecommunications Technician and /or SeniorTelecommunications Technician in the Duty Area. If it becomesnecessary to replace a Duty Technician and there are no volunteers,the employer will assign the least senior technician from the senioritylist. Once an individual has been assigned to fill an unanticipatedvacancy, his/her name shall be moved to the top <strong>of</strong> the seniority listand any subsequent vacancy shall continue to be filled by use <strong>of</strong> thelist. If an employee has pre-approved vacation, the employer willassign the next least senior technician on the seniority list to fill theunanticipated vacancy and his/her name will move to the top <strong>of</strong> thelist. However, the technician scheduled for vacation will remain at thebottom <strong>of</strong> the list and will fill the next unanticipated vacancy.1. The Duty Technician shall be fit for duty and respond <strong>with</strong>in one hour <strong>of</strong> beingcontacted by the Duty Supervisor.a. The Duty Supervisor must be notified <strong>with</strong>in fifteen minutes <strong>of</strong> initialcontact if the technician cannot respond <strong>with</strong> one hour.2. The Division will furnish technical means for the Duty Supervisor to contact theDuty Technician.a. In areas <strong>of</strong> the <strong>State</strong> where common carrier paging is available, theDivision will furnish display-type paging receivers.b. In areas where common carrier paging is not available, the Division willfurnish pagers on client agency systems, such as used by CDF and CHPpersonnel.c. It is the responsibility <strong>of</strong> the Duty Technician to ascertain the coveragecapability <strong>of</strong> the particular paging system in use.(1) The Duty Technician shall self-page at the beginning <strong>of</strong> eachstandby shift (at the end <strong>of</strong> the normal workday, for example) toascertain that the pager is working.(2) The Duty Technician shall self-page when visiting in an areawhere the paging system's capabilities are unknown.(3) The Duty Supervisor must be given a telephone number if theDuty Technician is in an area where the pager does not work.3. Paging systems and receivers shall not be used for anything except <strong>State</strong>business during the Division's normal business hours as described in Section 3.2,except during lunch periods.4. In the event the Duty Supervisor receives a call while the Duty Technician isalready responding to another call, the Duty Supervisor shall determine the method<strong>of</strong> covering the call taking into consideration time and location.<strong>12</strong>3BU <strong>12</strong>(99-01)
