10. A “Duty Week” is defined as beginning at 5:00 p.m. on Wednesday and endingat 8:00 a.m. the following Wednesday. However, if Wednesday is a holiday, thenthe duty week begins and ends at <strong>12</strong>:30 p.m.D. STRUCTURE1. A statewide Duty Team consists <strong>of</strong> a group <strong>of</strong> Duty Technicians and one (1)supervisor. All persons on a Duty team will be on standby for seven consecutivedays.a. The Duty Supervisor has responsibility, while on standby, for maintenancewherever needed in the <strong>State</strong>.b. Each Duty Supervisor is assigned this duty in turn.c. Microwave and VHF technicians, and Telecommunications Techniciansand Senior Telecommunications Technicians shall serve interchangeably asDuty Technicians.2. One Duty Technician will always be assigned to standby in each duty area, asshown on the attached map.a. The <strong>State</strong> reserves the right to adjust the Duty Areas as necessary tomeet operational needs. In the event <strong>of</strong> such a need, the <strong>State</strong> agrees toprovide the Union <strong>with</strong> thirty (30) days notice prior to making such a changeand further agrees to meet and confer, if requested, over the impact <strong>of</strong> thedecision.E. SCHEDULING METHODS1. Management will establish, and adjust as needed, a rotational duty schedule thatminimizes driving time <strong>with</strong>in and between Duty Areas. A duty schedule whale shallnormally be made up and published for a six-month period <strong>of</strong> time. The dutyschedule will include vacation time that has been approved sixty (60) days prior tothe effective date <strong>of</strong> the schedule. The Division may change the schedule, orsubstitution arrangement, to meet any unforeseen circumstances.a. Each schedule shall be published one month in advance in order to allowa technician to substitute for another.b. Substitution <strong>of</strong> one Duty Technician for another must be voluntary on thepart <strong>of</strong> both technicians and be approved by the affected Area Supervisorand Duty Supervisor.4. The Duty Technician or substitute Duty Technician must call the Duty Supervisor'sstate home phone at the beginning <strong>of</strong> the Duty Week or substituted standby day(s)(on or before 1700 hours weekdays, or on or before 0800 hours weekends orholidays) and leave a message on the answering machine. This message mustinform the Duty Supervisor who the technician is and the Duty Area they will becovering.5. Once a duty schedule has been established and implemented, it may be changedunder the following circumstances.a. Substitution <strong>of</strong> one Duty technician for another in the same Duty Area ispermitted for one day, or a multiple there<strong>of</strong>, in compliance <strong>with</strong> Section 5.1.2.b.
