ARTICLE 20 - GENERAL PROVISIONS20.1 No StrikeA. During the term <strong>of</strong> this Agreement, neither IUOE nor its agents, for any reason, willauthorize, institute, aid, condone or engage in a work slowdown, work stoppage, strike, orany other interference <strong>with</strong> the work and statutory functions or obligations <strong>of</strong> the <strong>State</strong>.B. IUOE agrees to notify all <strong>of</strong> its <strong>of</strong>ficers, representatives, and staff <strong>of</strong> their obligation andresponsibility for maintaining compliance <strong>with</strong> this Section, including the responsibility toremain at work during any activity which may be caused or initiated by others, and toencourage employees violating this Section to return to work.20.2 No LockoutNo lockout <strong>of</strong> employees shall be instituted by the <strong>State</strong> during the term <strong>of</strong> this Agreement.20.3 ReprisalsThe <strong>State</strong> and IUOE shall be prohibited from imposing or threatening to impose reprisals bydiscriminating or threatening to discriminate against employees, or other wise interfering<strong>with</strong>, restraining, or coercing employees because <strong>of</strong> the exercise <strong>of</strong> their rights under theDills Act or any right given by this Agreement.20.4 Individual AgreementThe <strong>State</strong> shall not negotiate <strong>with</strong> or enter into memorandum <strong>of</strong> understanding or adjustgrievances or grant rights or benefits not covered in this Agreement to any employee unlesssuch action is <strong>with</strong> IUOE concurrence.20.5 Reducing the Adverse Effects <strong>of</strong> Lay<strong>of</strong>fWhenever the <strong>State</strong> determines it necessary to lay <strong>of</strong>f employees, the <strong>State</strong> and IUOE shallmeet in good faith to explore alternatives to laying <strong>of</strong>f employees.20.6 Military InstallationsThe <strong>State</strong> agrees to notify IUOE at such time the <strong>State</strong> becomes aware <strong>of</strong> FederalGovernment plans to regain jurisdiction <strong>of</strong> military installations currently loaned (or leased)to the <strong>State</strong> Military Department.20.7 <strong>State</strong>-Owned Housing Rental and Utility RatesA. RentCurrent rental rates for all types <strong>of</strong> <strong>State</strong>-owned employee housing, including trailers and/ortrailer pads, may be increased by the <strong>State</strong> as follows:1. Where employees are currently paying rent, the <strong>State</strong> may raise such rates paidby employees up to 25 percent each year, up to Fair Market value.111BU <strong>12</strong>(99-01)
