MESSAGE FROM
THE CRADLE LEADERSHIP
We are honored to be affiliated with The Cradle.
A business owner and close friend of the organization, Anna has served on The
Cradle Board for a decade and as chair for the past four years. Jim, who brought
his Cradle baby home in 1980, was elected to the Foundation Board in 2003 and
is a member of The Cradle Classic event committee. Julie and Brooke’s combined
tenure totals 37 years. What keeps us here?
Perhaps the most important reason is the tremendous respect we feel for The
Cradle’s policies and practice, its child-centered focus. Providing the highest
quality, most ethical adoption services in the industry is a given. We could
not do otherwise and adhere to our mission.
This is not an easy task, however, in light of the shifting adoption landscape
discussed in this report. Domestic infant adoptions have declined; international
adoption activity has dropped precipitously; prospective adoptive families
are waiting longer. Compounding the problem is a proliferation of adoption
“resources” that are unsupervised and unregulated.
In spite of these hurdles, The Cradle continues to provide best-in-class programs
and services for infants, pregnant women, adoptive families and adopted persons.
Two of these programs—The Cradle Nursery (the only facility of its kind in the
U.S.) and Birthparent Services—are offered free of charge and therefore generate
no fee income.
With fewer placements, and the lingering sluggish economy, 2011 was a fiscally
challenging year for The Cradle as well. These challenges—along with some
bright spots—are outlined in the financial section on pages 12–13. We are
especially grateful for the steadfast support of Cradle donors in 2011.
But let’s return to why we are so committed to The Cradle: the 93 children whose
names are listed on page 11. Many of these children received care in The Cradle
Nursery while their birthparents were counseled. Twenty-one were born in
other countries. All of the parents who adopted these children received support,
guidance and preparation.
The Cradle would not be the exceptional organization that it is, nearly nine
decades after its founding, without the many people who, like us, believe it
must continue as a standard bearer of ethics and excellence in adoption.

Things that help keep kids safe.
At The Cradle, children have always come first. From the safe and
nurturing environment of The Cradle Nursery, to a secure and loving
home and family, our mission is to ensure their welfare.
“The Cradle is committed to adoption practice that is in the best interest
of children,” stated Cradle President Julie Tye. What does that mean?
First and foremost it means finding families for children, not finding
children for families.
It also means upholding the rights and interests of the adults in the lives
of these children. Birthparents need compassionate guidance and support—
free of judgment—to help them make informed decisions. Adopting parents
need transparency, accurate information and thorough preparation. When
a baby leaves The Cradle, his family needs to know they have a place to turn
if questions or problems arise.
“Quality adoption practices are essential to ensuring positive outcomes
for everyone involved in the adoption process,” Julie affirmed.
Alarmingly, ethical practices today are being threatened. With birthrates
in the U.S. on the decline, and a steep drop in international placements in
recent years, waiting lists and wait times have grown longer for families
who are adopting domestically. This situation has given rise to profit-driven
adoption resources that use aggressive marketing tactics (largely via the
internet) to target their “customers”—vulnerable pregnant women and
hopeful adoptive parents.

Many of these resources promise a fast and easy adoption. Women may feel
pressured into signing surrenders. Birthfathers’ rights may be circumvented.
Adopting parents may have little information about a baby’s health and
background. The babies themselves become commodities in a transaction.
As a licensed, accredited, not-for-profit child welfare organization, The
Cradle is guided by a set of principles—an ethic if you will—that informs
every aspect of our practice. But we do not operate in a vacuum.
The Cradle worked intently to guarantee passage of the 2005 Illinois
Adoption Reform Act—legislation requiring that every provider of adoption
services in Illinois is licensed by the state and registered with the IRS as
a 501(c)(3) nonprofit. Today, we are working with the Illinois Attorney
General’s office to make sure that provisions of the law are enforced.
In November of 2011, Julie Tye traveled to Washington to participate in
a panel discussion on Infant Adoption in the U.S. convened by the White
House Office of Faith-based and Neighborhood Partnerships. Julie spoke
about how adoption in this country is becoming a “marketplace,” and urged
those in attendance—including Administration officials—to advocate for
public policy that protects the rights of every member of the adoption triad.
We will continue to fight for ethical adoption practices nationwide,
while preserving, developing and improving our own practice, every day.
This report illustrates some of the ways The Cradle put ethical adoption
practice into action in 2011. Generous support from the thousands of
donors, volunteers and friends on the lists beginning on page 14 helped
make this possible. The report also describes some of the challenges we
face in maintaining the level of ethics and excellence that is a hallmark
of The Cradle.

THE CRADLE NURSERY
Safeguarding the health
and well-being of babies
The Cradle’s onsite infant nursery offers birthparents who are
weighing an adoption decision a safe, temporary, nurturing home
for their babies. In continuous operation since 1923, The Cradle
Nursery has provided outstanding physical and emotional care, 24
hours a day, for around 14,500 infants over the past 89 years. This
extraordinary service—unique among U.S. adoption agencies—is
offered to birthparents at no charge and with no obligation to
complete an adoption plan.
Around half of the babies admitted to the Nursery today have some
degree of medical risk—primarily low risk, although the Nursery
does provide expert care for babies with significant special needs.
Our skilled nurses and infant aides, working closely with affiliated
pediatricians and specialists, carry out a plan of care tailored to
each baby’s needs. To the right, infant aide Jennifer Rice attends to
baby Aiden in the Nursery.
The Cradle also has an extremely popular volunteer “Cuddler”
program, which enables screened and trained participants to sign
up for two-hour shifts comprised of holding, rocking, feeding,
snuggling and giving love to the babies in the Nursery.

DOMESTIC ADOPTION
Best practices at work
Anna and Elliot Faulkner weren’t expecting twins. They had
returned to The Cradle in 2010 to begin the process of adopting
a sibling for their son Evan, who was placed with them in 2007.
When their Cradle counselor called, in early in February 2011,
to say that twin boys had been born and the birthmother had
selected their profile, they had a big decision to make. A match
meeting was arranged and by the end, all parties agreed that it
was a very good match.
The twins, named Miles and Liam, spent a little over a month
in The Cradle Nursery before going home on March 7 with their
parents and big brother. Miles and Liam’s birthmom, who was
already parenting other children, received counseling and support
from The Cradle before, during and after the twins’ placement.
She continues to receive updates on the boys via periodic phone
calls from the Faulkners and photos that they send her.

Finding families for African
American babies
While The Cradle has always placed infants of all races, in
the 1990s we identified the need for greater services to African
American birthparents and potential adoptive families. In
1994 we launched an African American Infant Adoption Program,
renamed the Ardythe & Gale Sayers Center for African American
Adoption in 1999 in honor of Cradle dad, legendary Chicago
Bears running back and NFL Hall of Fame inductee, Gale Sayers.
The goal of The Sayers Center at The Cradle is to find safe, loving,
permanent homes for African American and multiracial babies.
Following a 6 ½-week stay in The Cradle Nursery, baby
Katelyn went home with Ashanti and Edward Howard two days
before Christmas 2010. The pre-adoption classes they had taken
helped dispel their concerns about openness and get ready to
welcome Katelyn into their lives. “Helping you to feel prepared is
one of the wonderful things about The Cradle,” Ashanti said. They
consider their daughter the most amazing gift imaginable.

LIFELONG SUPPORT
We are here for our families
Nina Friedman (in yellow) is Director of Post Adoption Liaisons at
The Cradle. An adult adoptee might contact her to inquire about a
birth relative search, or how to access his original birth certificate.
A birthmother who placed a baby through The Cradle decades ago
may ask Nina if her child has signed the Mutual Consent Registry.
The adoptive parents of a teenager who is struggling might need
strategies to help their child. That teen can also find a sympathetic
ear at The Cradle. Our experienced counselors work with all
members of the adoption circle.
The Dowdall family—Susan, Dennis and three-year-old Alice—
can be assured that The Cradle will always be here for them if they
need us. As Alice grows, her mom and dad might want to attend a
Parenting Workshop or take an online Adoption Learning Partners
class. If Alice has tough questions about adoption that Susan and
Dennis would like help answering, they can call The Cradle. Or
perhaps they would simply like to pay us a visit and take Alice to
see the babies in the Nursery, where she spent her earliest days.

INTERNATIONAL
ADOPTION
Ensuring the best interest
of children around the world
Adopting a child internationally has become very daunting.
Some countries, like Guatemala, have closed their programs.
Others, such as China and Russia, have made it more difficult for
families from western countries to adopt, leading to much longer
wait times and, in some cases, the referral of children who are hard
to place because of their age or special needs. Because of these
mounting obstacles, The Cradle closed its Russia program in 2009.
Nonetheless, we continue to conduct home studies and provide
education for families preparing to adopt a child overseas—
families like the Hunts. Stephanie and Tom Hunt welcomed
Birdie into their family in June of 2009. She had been born a
year earlier in Ethiopia. They are now on the waiting list to
adopt a sibling for Birdie from her country of origin.
In 2007 the United States ratified the Hague Adoption Convention,
an international agreement designed to protect the best interest
of children in intercountry adoptions. To date, 86 countries have
ratified the Convention. The Cradle’s online educational resource,
AdoptionLearningPartners.org, offers course packages that help
to fulfill Hague training requirements. In addition, many of
The Cradle’s onsite Parenting Workshops are Hague aligned.

THE COST OF ETHICAL
ADOPTION SERVICES
An expectant woman who is considering adoption and seeks The Cradle’s help
will receive on average 11 hours of counseling. She may also need help with
the rent, a CTA card or maternity clothes. If she has given birth but is not
prepared to take her baby home, she can entrust the baby to the vigilant care
of The Cradle Nursery. She will pay nothing for this assistance, regardless of
whether she decides to place or parent her child.

The Cradle’s average cost of placing a healthy baby is
$43,000; if a baby has special medical needs it can go as
high as $70,000. Adoption fees alone, however, fall far
short of covering these costs. The Cradle makes a
significant investment in our programs and services—
those that generate no revenue in addition to those that
are fee-based—because it is in the best interest of the
children we serve to do so.
Fiscal 2011 was a difficult year for The Cradle financially. Domestic placements,
72, were 15% lower than we had forecast. Individual giving was 10% below
our goal. After six years, Illinois DCFS ended its contract with The Cradle
to manage the Family Placement and Support Services program. The
market dropped sharply in August and September, impacting The Cradle’s
investment portfolio.

BUT IT WASN’T ALL BAD NEWS.
The Cradle has experienced an increase in birthparent
inquiries as a result of new TV ads, first aired in summer
2011, along with an expanded online presence. We are
making a conscious investment in marketing and
advertising to reach women who might otherwise fall
prey to unscrupulous internet adoption brokers.
Adoption Learning Partners set a goal of 22,000 paid
course enrollments in FY11 and realized 25,322—
far surpassing expectations. During the year ALP
launched five new courses, hosted five well-attended
webinars and logged 33,466 total enrollments across
all of its offerings.
After a year’s hiatus, The Cradle Foundation once again was a beneficiary
of the Chicago Auto Show’s First Look for Charity event, which offers us the
opportunity to expand The Cradle’s reach to new audiences and donors.
Lastly, the market has rebounded significantly since
September 30 of last year, eliminating fiscal 2011 losses
and positioning The Cradle to meet the ongoing challenges
of providing quality, ethical services into the future.

The People Behind the Practice
The Cradle is a model of ethical
adoption practice largely because of its
people. In keeping with our standing as
a licensed child welfare organization,
every new hire undergoes a background
check. Nursery workers and volunteers
are carefully vetted, must be in good
health and have annual flu shots. Our
experienced social workers all hold
master’s degrees.
Beyond the academic credentials
and clinical requirements, though, is
something less tangible: the passion
people feel for The Cradle. There are
Cradle staff members and volunteers
who have been with the organization
for decades. Many of our longtime
nurses, for example, say that caring for
Cradle babies is the best job imaginable.
