A RESPECTFUL TRIBUTEBhagat Phool Singh ji(1885-1942)Born on February 24, 1885 in Mahra village of Sonipat district,Shri Bhagat Phool Singh ji was a visionary noble soul.Notwithstanding vehement opposition, he was determinedto promote womens education, especially in rural Haryana.Bhagat Phool Singh ji's firm belief in empowerment andemancipation of women through education led him toestablish a Gurukul with just 03 girls at Khanpur Kalan in1936. The anti social elements did not support Bhagat PhoolSingh ji's seminal idea of women's education and assassinatedhim on August 14, 1942.Smt. Subhashini ji withSmt. Indira Gandhi Ji(1914-2003)Bhagat Phool Singhji's assassination could not diminish hisidea of women's education. His legacy and philosophy wascontinued by his dynamic daughter Padam Shri Subhashini ji.True to his father, Subhashini ji was determined to promotesocial reform through women's education. The Governmentof India recognized her service to the society and conferredon her Padam Shri in 1976. She established various presentday constituent Institutes of <strong>BPS</strong>MV through donation andphilanthropic means.VISIONBhagat Phool Singh <strong>Mahila</strong> <strong>Vishwavidyalaya</strong>'s vision is to make a profounddifference in the lives of women by empowering them to attain their fullpotential through pursuit of knowledge, acquisition of skills, developmentof character and self esteem, and recognition of their rights andresponsibilities.

The Genesis…THE UNIVERSITYSection -IBhagat Phool Singh <strong>Mahila</strong> <strong>Vishwavidyalaya</strong> is the manifestation of the dream seen by the legendary, saintly figureBhagat Phool Singh ji, who established a Gurukul, exclusively for girls at Khanpur Kalan in 1936. Notwithstanding thevehement opposition to Bhagat Phool Singhji's endeavor to educate girls, Gurukul Khanpur Kalan turned out to be a'Mecca' for girls' education. Barring few non progressive sections of society, everybody including the eminentpersonalities like Sir Chhotu Ram of those times helped in evolving Gurukul Khanpur Kalan into a centre ofexcellence for girls' education. Owing to his extraordinary interest in Women education Shri Bhupinder SinghHooda, the Honorable Chief Minister of Haryana, upgraded the erstwhile Gurukul to the status of a Universityexclusively for women in August 2006 and christened it as Bhagat Phool Singh <strong>Mahila</strong> <strong>Vishwavidyalaya</strong>, (hereafterreferred as <strong>BPS</strong>MV) , the first Women University of North India.Since its inception in August 2006, Bhagat Phool Singh <strong>Mahila</strong> <strong>Vishwavidyalaya</strong> has travelled a cherishable journey.Starting with the bare minimum requirements, <strong>BPS</strong>MV has undergone a complete transformation. LibrariesThe University has one Central Library and Departmental Libraries in all the Institutes/ Departments. TheCentral Library covers 9150 Square feet and has a stock of approximately 5905 books. One of the premier departments of the university, theDepartment of English was established in the year 2007.The department is the first in Haryana to offer Research& P.G. courses with twofold emphasis — Linguistics / ELTand Literature. MISCELLANEOUS INFORMATIONSection -IIINational Service SchemeIn order to inculcate among thes t u d e n t s a s e n s e o f s o c i a lconsciousness and dignity of labor, theuniversity has implemented nationalservice scheme. The students enrolledin various teaching departments andconstituent colleges are encouraged toparticipate in NSS which eventuallygrooms them in becoming a bettercitizen and also gives them anopportunity to interact with societyfrom close quarters. The volunteers ofNSS are awarded merit certificateswhich help them in future jobplacements.PedagogyThe university's vision is to empowerthe girl students through education; torealize that target we adopt learnerfriendly pedagogy. The curriculum ofdifferent programmes is so designedthat a learner's wholesome growthtakes place. The holistic approach isour pedagogical strategy.AssessmentAs our pedagogy is learner friendly,adequate opportunities are providedto the learner in terms of objectiveassessment of her learning. TheUniversity has adopted the assessmentscheme as following:External Assessment 50%Internal Assessment 50%Credit SchemeThe University has successfullyimplemented the semester scheme inall its programmes. As part of thisscheme, credits are allocated to eachcourse and a cumulative result isderived at the end.RaggingRagging is strictly prohibited on theUniversity Campus. For the Courses in which admissionis granted directly by the university,fee refund will be as following. within a week of admission Rs 1000will be deducted within a month of admission 25% ofthe total fee deposited will bedeductedbeyond one month fee will not berefundedB. For the Courses in which admissionis granted through Haryana StateCounseling Society (HSCS) therefund of fee shall be as per the rulesor guidelines of HSCS.C. Separate applications are to betendered for refund of fee forCourse and Hostel.Reservation & Fee ExemptionBhagat Phool Singh <strong>Mahila</strong> <strong>Vishwavidyalaya</strong>being a State University has implementedthe reservation policy of the Governmentof Haryana. Besides this, following specialprovision is also made:For Khanpur Kalan: 02 seats arereserved in an intake of 50 students ineach course. In case the intake is morethan 50, then 02 seats in every block of50 will be added.For Bhainswal Kalan: 0 1 s e a t i sreserved in an intake of 50 students ineach course. In case the intake is morethan 50, then 01 seat will be increasedfor every block of 50.The admission of students who areresidents of Khanpur Kalan andBhainswal Kalan shall be against theseats reserved for Haryana Domicile(General)100 % fee concession for the wards offamilies who have donated or whoseland is acquired by the university.Admission ProcedureFor admission to any programme, submitthe completed application formaccompanied by the required testimonialsto the concerned Head of the Department/Principal. All enquiries pertaining toadmission must be addressed to theconcerned department/ college. Theadmission to various programmes offeredby the University is based on Merit of thequalifying examination or Entrance Testconducted by the concerned departmentor Rank obtained in centralizedexaminations like AIEEE, MAT etc.AttendanceThe attendance of the students in theclasses is closely monitored. A studentfalling short of 75% attendance in anyporogramme will be barred from appearingin the final examination. However, genuinecases will be considered according to theexisting statutes.ScholarshipsThe university offers scholarships to themeritorious and needy students subjectto the funds made available by the StateGovernment..
