Every year we receive many notes of thanks like this one. Some are from yearround<br />
residents and many are from seasonal visitors, but each note mentions our highquality<br />
care and our compassionate, personal attention.<br />
Both Miles and St. Andrews enjoy some of the highest patient satisfaction rates in<br />
Maine and in the U.S. While you could easily attribute this to our top-notch medical<br />
staff and employees, ultimately it’s the generous support of the community that<br />
has sustained our organizations and helped us achieve our statewide reputation for<br />
excellence.<br />
Thanks to people like you (our donors, our volunteers), and the tireless work of our<br />
Auxiliary and League members, we were able to purchase vital equipment for our<br />
hospitals, including a new nurse call system and programmable I.V. pumps. We were also able to maintain programs such as the CMCC/<br />
LCH Education Center which help us build a brighter future for both our hospitals and our wider community.<br />
Each year we publish an annual report to update our communities on our goals and progress, and to thank the thousands of supporters<br />
who make our work possible. The many notes of thanks, like the one above, are the direct result of your thoughtful generosity.<br />

Doing Whatever It Takes<br />

When Pediatrician <strong>Steven</strong> <strong>Feder</strong> isn’t seeing<br />
patients at his offices in Boothbay Harbor and<br />
Damariscotta, he can often be found coaching<br />
them on the playing fields.<br />
<strong>Dr</strong>. <strong>Feder</strong> has always been a team player, whether<br />
playing football in college and Scotland (he played<br />
a year of professional football for the Fife 49ers)<br />
or working with other providers to insure the<br />
best possible health services in schools as medical<br />
director of the Lincoln Academy and Boothbay<br />
Region High School health centers.<br />
That dedication has earned him accolades from<br />
the Maine Osteopathic Association, which named<br />
him Maine Outstanding Young Physician in 2002<br />
and Physician of the Year in 2006, and from the<br />
American Academy of Pediatrics, which gave him<br />
a 2010 Community Achievement Award.<br />
Now <strong>Dr</strong>. <strong>Feder</strong>, who lives in Boothbay Harbor<br />
with his wife, Amy Winston, has added a new<br />
responsibility.<br />
As the first Medical Staff President of Lincoln<br />
Medical Partners, <strong>Dr</strong>. <strong>Feder</strong> will represent the<br />
medical staffs of Miles and St. Andrews Hospitals<br />
on the Lincoln County<br />
Healthcare Board of<br />
Trustees.<br />
<strong>Dr</strong>. <strong>Feder</strong> said his top<br />
priorities include working<br />
to insure cohesion<br />
between doctors in both<br />
communities (including<br />
those employed by the<br />
hospital and those in<br />
private practice) and<br />
to bring the benefits of<br />
<strong>MaineHealth</strong>, the state’s<br />
largest integrated health<br />
care system, to Lincoln County Healthcare<br />
patients.<br />
A more integrated health care system in Lincoln<br />
County means more cost-effective services,<br />
and it also means developing the cooperative<br />
relationships that are critical to responding<br />
effectively to health threats of all description, from<br />
the H1N1 flu to childhood obesity.
Ricki Waltz, RN, School<br />
Nurse at Lincoln Academy<br />
in Newcastle, has worked<br />
with <strong>Dr</strong>. <strong>Feder</strong> since he<br />
first came to the county in<br />
1998. He is also her two<br />
sons’ physician.<br />
She trusts <strong>Dr</strong>. <strong>Feder</strong> as a<br />
doctor, and she also knows<br />
she can count on him as<br />
medical director for the<br />
Lincoln Academy Health<br />
Center to keep students<br />
healthy.<br />
“The really big thing that sticks out to me about<br />
Steve is he is willing to do whatever it takes to<br />
provide services,” said Waltz.<br />
If a student can’t make it to an appointment after<br />
school, <strong>Dr</strong>. <strong>Feder</strong> sometimes stops by the school to<br />
see them in the morning, she said. Often, students<br />
will ask for him by name because they know and<br />
trust him, said Waltz.<br />
That sense of trust has long-term consequences,<br />
said Waltz. “It establishes a relationship with<br />
health care people that they are going to need at<br />
some point in their life, even if they are healthy.”<br />
<strong>Dr</strong>. <strong>Feder</strong> said he learned the value of being an<br />
active participant in his patients’ lives from his own<br />
pediatrician, who was also the coach of <strong>Dr</strong>. <strong>Feder</strong>’s<br />
youth football team and a mentor when he first<br />
considered a medical career.<br />
That lesson has stayed with him throughout<br />
his own medical career. For <strong>Dr</strong>. <strong>Feder</strong>, taking<br />
good care of his patients is a job that extends far<br />
beyond regular office hours, whether that means<br />
volunteering, teaching health classes, coaching or<br />
working with others to insure good services for<br />
children.<br />
“I see it as part of the whole package. Teaching<br />
kids leadership, teaching them character, helping<br />
kids be healthy in a lot of different ways,” said <strong>Dr</strong>.<br />
<strong>Feder</strong>.<br />

The Best Care is With<br />

Certified Registered Nurse Anesthetist Wendy Nichols<br />
noticed the difference the first shift she worked at<br />
Miles Memorial Hospital ten years ago.<br />

“The surgeons and the staff and everybody else really<br />
care about the patients. They care about every aspect of<br />
the patient,” said Nichols, an advanced practice nurse<br />
who lives in Hawaii but works on a temporary basis at<br />
hospitals across the United States.<br />
At other hospitals, the emphasis is often on<br />
performing surgery on as many patients as possible or<br />
using the latest technology, said Nichols.<br />
At Miles Memorial and St. Andrews Hospitals,<br />
where Lincoln Medical Partners general surgeons<br />
practice, the focus is simply on the patient.<br />
That focus and the professionalism of the surgical<br />
team she works with is the reason Nichols twice<br />
chose to have her own surgery performed by Lincoln<br />
Medical Partners surgeons, although her regular doctor<br />
is in Hawaii.<br />
That sort of decision by a member of a surgical staff is<br />
as good an indicator of quality as any statistic, she said.<br />
“If you want to know where to have surgery, ask the<br />
staff,” said Nichols. The people she works with won’t<br />
have surgery anywhere else, she added.<br />
“Our surgeons look at the patient as somebody they<br />
are going to be sitting next to in church or standing<br />
next to in the line at the grocery store,” said Nichols.<br />
Surgeon Garth Miller, MD, has been operating in<br />
Lincoln County for approximately twenty years, often<br />
on people he has known for years.<br />
<strong>Dr</strong>. Miller joined Lincoln Medical Partners last<br />
year because he wanted to spend more time with<br />
his patients and less time handling burdensome<br />
administrative duties.<br />
A specialist in laparoscopic (minimally invasive<br />
surgery), <strong>Dr</strong>. Miller has been gratified by the steady<br />
improvement in laparoscopic techniques and<br />
instruments over the years. Laparoscopic techniques<br />
allow surgeons to perform many common surgeries<br />
using minimally invasive techniques that cause less<br />
pain and disability.
A new Lincoln County Healthcare three-year contract with<br />
Olympus, a maker of surgical optics, means Miles and St. Andrews<br />
surgeons will have access to state-of-the art optics as they become<br />
available.<br />
The new equipment offers surgeons an optical improvement<br />
roughly the same as the increase in clarity between an old cathode-<br />
ray television set and a new high-definition T.V.<br />
To a surgeon, that increase in clarity can be critical. The better<br />
optics help them see abnormalities at an earlier stage and work<br />
more precisely around vital structures like blood vessels or nerves.<br />
“In many ways it will help operations go more smoothly and more<br />
quickly and safely,” said Miller.<br />

to previous test results,<br />
diagnoses and other<br />
information about<br />
patients previously<br />
treated at Miles and<br />
St. Andrews, that<br />
can help prevent<br />
medical errors and<br />
also reduce costs by<br />
avoiding unnecessary<br />
duplication of tests.<br />
“We know that we<br />
can’t do everything<br />
that a big hospital can<br />
do and we try to limit our practice to what we can do well,” said <strong>Dr</strong>.<br />
Miller.<br />
What it does mean, however, is that patients needing many<br />
common surgeries, including gallbladder surgery, hernia repairs and<br />
colonoscopies, can be confident that they can have their operation<br />
locally without any sacrifice in quality.<br />
“You can get your surgery here and be assured you are getting just<br />
as good care as you can get anywhere else, or better, because we<br />
know you,” said <strong>Dr</strong>. Miller.<br />

Part of a Big Team<br />
Susan Endicott was examining a sump pump in a<br />
friend’s water-filled basement last summer when she felt<br />
a horrible pressure in her chest.<br />
Healthy and physically active at 56, Susan recognized<br />
the symptoms of a heart attack, but at first had difficulty<br />
confronting the reality of her condition.<br />
“Heart attack went through my mind, but I thought<br />
instantly ‘I can’t afford that, so this has to be something<br />
else,’ ” she said.<br />
When she went upstairs to lie down, however, her<br />
husband, Robert Mitchell, quickly found his wife an<br />
aspirin and got her to the car.<br />
Moments later, Endicott was passing<br />
through the familiar doors of the St. Andrews<br />
Hospital Emergency Department. She had<br />
been in the Emergency Department several<br />
times over the years, but always as a caregiver,<br />
never as a patient. She realized her situation<br />
was serious, but she also knew that she was in<br />
a good place.<br />
“They were flying around taking care of me.<br />
All the angels were in place, they were just<br />
completely efficient,” said Endicott.<br />
<strong>Dr</strong>. Phelps Carter, an emergency<br />
physician with 38 years experience at Maine<br />
Medical Center in Portland, ordered an<br />
electrocardiogram and notified Susan that she<br />
was having a heart attack. Within minutes,<br />
a nurse had administered a medication to<br />
dissolve clots blocking the flow of blood to heart muscle,<br />
and <strong>Dr</strong>. Carter called the coronary catheterization<br />
laboratory at Maine Medical Center to notify them that<br />
Susan was on her way.<br />
As a member of the <strong>MaineHealth</strong> integrated health<br />
network, which was ranked 26 th in the nation in 2009 by<br />
SDI, a healthcare market insight and analytics firm, St.<br />
Andrews is a member of a network dedicated to using<br />
all of its resources to insure patients at every member<br />
facility receive the best care possible.<br />
<strong>MaineHealth</strong>’s members include Maine Medical<br />
Center, one of the top centers for cardiac care in the<br />
country.<br />
When <strong>Dr</strong>. Carter realized that Endicott needed care<br />
that couldn’t be provided at the small rural hospital,<br />
he arranged for her transfer to the large urban medical<br />
center.<br />

“That is one of the great things about being part<br />
of a big team. You have access to help if you need<br />
it,” said <strong>Dr</strong>. Carter. “I can do the initial lifesaving<br />
procedures, but then I am going to need people who can<br />
carry the patient forward in his or her health care.”<br />
When Endicott arrived at Maine Medical Center, she<br />
found herself in a room filled with doctors, nurses and<br />
technicians highly trained in a very specialized field.<br />
Using state-of-the-art x-ray equipment and tiny optical<br />
sensors, the team found the source of the blood clot that<br />
had caused her heart attack and inserted a stent.<br />
After undergoing rehabilitation at Maine Medical<br />
Center, Endicott returned home to an outpouring of<br />
support.<br />
The experience taught Endicott several things: She<br />
learned how much love and affection surrounded<br />
her in the Boothbay community, and that even with<br />
a healthy lifestyle, nobody can take their health for<br />
granted.<br />
It also left her with a deep sense of gratitude. She is<br />
grateful that she survived the heart attack, and also for<br />
her family and everyone who treated her or played a<br />
role in her care that day, including <strong>Dr</strong>. Carter and the<br />
staff at St. Andrews.<br />
“We love this little hospital and it has gotten better<br />
and better and better all the time,” she said.<br />

From the warm smiling face of the helpful<br />
person at the front desk of Miles Memorial<br />
Hospital, to those who maintain the gardens<br />
that provide staff and patients alike with a<br />
place to spend a few peaceful moments in<br />
the course of a day, volunteers are an integral<br />
part of the Miles experience.<br />
No matter where you go at Miles Memorial<br />
Hospital, Coves Edge Long-Term Care or other<br />
Miles organizations, you will find well-trained<br />
volunteers on the front lines of many services and<br />
playing a vital supporting role in others.<br />
On the Miles campus, volunteers visit patients<br />
with therapy dogs and serve patients and visitors<br />
in the Milestone Café. At Coves Edge Long-Term<br />
Care, pastoral volunteers visit residents who are far<br />
from family.<br />
Connie Bright, Miles Director of Volunteer<br />
Services, said that by offering their compassion and<br />
sharing skills often gained in long careers, Miles<br />
volunteers enrich the experience of both patients<br />
and family members by giving of themselves.<br />
“Volunteers give us an irreplaceable resource: the<br />
gift of their time,” said Bright.<br />

Miles in Motion<br />
From vacuum cleaners to collectible silver coins;<br />
picture frames to an antique pipe organ, you can find<br />
almost anything at the Miles in Motion Thrift Shop.<br />
But if you find something you like, don’t hesitate,<br />
(the pipe organ has already been purchased).<br />
The heir of a 60-year-old Miles Memorial Hospital<br />
League Rummage Sale tradition, the new thrift shop<br />
(open 10 a.m. to 4 p.m., Monday – Saturday) compacts<br />
decades of traditions and acres of bargains into just<br />
under 5,000 square feet on two floors in the Wheeler<br />
Building on Church Street in Damariscotta.<br />
After grossing more than $20,000 in its first two<br />
weeks, it has continued to surpass expectations thanks<br />
to the generosity of donors and the hard work of a<br />
growing group of talented volunteers.<br />
The growth of the Thrift Shop is even more<br />
spectacular when the many ways the League supports<br />
the Miles organizations are taken into account.<br />
Through the House & Garden Tour, the Miles Gift<br />
Shop and other efforts, League members raised more<br />
than $95,000 in 2009 to help Miles provide the best<br />
care for our communities. Thanks to their dedication,<br />
Miles was able to purchase vital medical equipment,<br />
enhance services and expand educational opportunities<br />
in 2009.<br />

And while the Thrift Shop had big shoes to fill as<br />
the successor to the single largest League effort, with<br />
the help of a supportive community and talented<br />
volunteers it promises to surpass its<br />
popular predecessor.<br />
Like the original rummage sale, the<br />
new thrift shop offers high-quality, often<br />
unique items for very attractive prices and<br />
like the original rummage sale, all of the<br />
items come from generous donors.<br />
“Just to look around and realize that<br />
everything is donated is amazing,” said<br />
Thrift Shop Manager Joy Walker. “I think<br />
people give because they care so much<br />
about the community and the hospital.”
So many items are donated that Tent Sales are also held the third Saturday of<br />
every summer month through October, weather permitting, 7:30 a.m. – 3 p.m. at<br />
the Belvedere Rd. drop-off.<br />
Volunteers give their time and expertise to categorize and price items. A jewelry<br />
group, “The Jewelettes” meet once a month to fix, clean and research items before<br />
putting them out for sale.<br />
The dedication of volunteers is a large part of what makes the thrift shop such a<br />
special place, said Walker.<br />
Since Miles in Motion opened, more than 100 people have volunteered their<br />
time at the Wheeler Building or the drop-off at Belvedere Road next to Route 1,<br />
and the list is growing.<br />
“I think they experience the enthusiasm of the other volunteers. They see that<br />
this is a unique kind of venture. It is about shopping but it is also about having a<br />
good time together,” Walker said.<br />
Volunteer Di Silar jokes that while she loves volunteering at the Thrift Shop, it<br />
can be expensive because she is always finding things she wants to buy for herself<br />
or her family.<br />
“What other store can you go to where the merchandise changes daily?” asked<br />
Silar. “We have the quality of 5 th Avenue and the prices of Army Navy.”<br />
But the merchandise is only part of the reason people volunteer, said Silar.<br />
She and her husband have made wonderful friends since they began<br />
volunteering with the League.<br />
“That is a gift that is never going to be measured in dollars,” she said.<br />

help needy individuals with their hospital bills at Miles Memorial Hospital.<br />
The fund selects recipients on an annual basis, and pays part or all of their<br />
outstanding hospital bill. From January 1, 2009 - December 31, 2009, the<br />

FY 2009 Lincoln County Healthcare Community Benefits Statement<br />
Lincoln County Healthcare, Inc.’s (LCH) day-to-day operations as a tax-exempt organization include many system-wide initiatives to<br />
provide inpatient, outpatient, chronic and acute health care services to the people of Lincoln County, Maine. With these programs,<br />
LCH hopes to fill existing local gaps, while making a positive impact in the communities we serve. This report will summarize LCH’s<br />
community benefits efforts over the last year. The final section (VII) will also provide a financial summary of charity care, bad debt,<br />
government-sponsored healthcare, and all subsidized community programs and other support.<br />
Lincoln County Healthcare’s mission is to ensure access to high-quality, patient-centered and affordable health care to the people of our<br />
region. As renowned rural healthcare centers, St. Andrews and Miles primary focus is patient care, comfort, and safety provided by a<br />
personable, professional staff, utilizing the finest technology and equipment. We are active members of the <strong>MaineHealth</strong>® Family of<br />
healthcare providers and function in collaboration with other member organizations throughout southern, western, and central Maine.<br />
The Lincoln County Healthcare Leadership Team, under the governance of a Board of Trustees, is responsible for the coordination, quality<br />
and efficiency of care provided.<br />

• Lincoln Academy School-Based Health Clinic – Lincoln<br />
Medical Partners provides a mid-level clinician for the clinic<br />
at no charge. Miles provides medical supplies at no charge.<br />
• Mammography Clinic -- Offered once a year at a subsidized<br />
fee<br />
• Breast Health Case Management -- These services are<br />
offered free of charge<br />
• Weekly blood pressure screening clinic -- Offered every week<br />
in 2 locations at no charge<br />

ensure access to primary care and certain specialty care<br />
physicians, Lincoln County Healthcare employs physicians<br />
and provides their services through its hospital-based<br />
practices at St. Andrews Hospital and Miles Memorial<br />
Hospital. Services include: Family Medicine, General<br />
Surgery, Orthopaedic Surgery, Pediatrics, Internal Medicine,<br />
Obstetrics and Gynecology. Services are provided without<br />
regard to ability to pay. Given the demographics of Lincoln<br />
County, these services – although critical – are not selfsufficient.<br />
Community Health Services<br />
• Free Bi-Weekly Grief Support Group -- Provided to<br />
anyone in the community who has suffered a recent loss<br />
• Hospice Community Education – Five presentations by<br />

• Lincoln County Healthy Maine Partnership -- As a cosponsor<br />
for this organization, Miles co-develops, provides<br />
funding and staffing, and implements a winter community<br />
health event each year. Miles staff members participate on<br />
their Advisory Group and on various committees.<br />
• Sweetser -- Sweetser’s adult community-based services<br />
provide support and resources for individuals with<br />
behavioral and mental health needs who are eligible for<br />
services under state guidelines, to assist them in remaining<br />
in the community of their choice. These individuals are<br />
placed in volunteer positions at LCH, and LCH staff<br />
work with these individuals to assist them in developing<br />
job skills.<br />
• ASPIRE/ TANF: Maine’s Welfare Program -- The TANF<br />
Program provides cash assistance; employment, training<br />
and education opportunities; and work supports, such as<br />
childcare, to low-income parents with children. Most<br />
parents receiving TANF are required to participate in a<br />
work activity for 30 hours per week. Failure to participate<br />
results in a loss of benefits to the family. Parents are<br />
placed as volunteers for 30 hours a week at Miles.<br />
• Senior Community Service Employment Program -- The<br />
goals are the enhancement of employment opportunities<br />
for older Americans and the promotion of older workers<br />
as a solution for businesses seeking a trained, qualified,<br />
and reliable workforce. The strategy is to utilize a service<br />
approach that can respond quickly and effectively to the<br />
changing needs of business.<br />
• High School Job Fairs and Career Days -- Human<br />
Resources and various departments at Miles go to area<br />
high schools presenting health care career opportunities<br />
and provide job interview training and other job-seeking<br />
skills.<br />
• Boothbay Region Land Trust – St. Andrews Hospital is a<br />
grantee providing approximately 25 acres of land set aside<br />
for nature trails and land preservation.<br />
• Participate and support disaster preparedness in<br />
community - provides three employees quarterly to<br />
represent hospitals in disaster support and training<br />
• Remembrance Gathering -- Memorial Service sponsored<br />
by MSAHHH<br />
• Friends in Service Helping (FISH) - In partnership with<br />
FISH, St. Andrews Village coordinates scheduling of<br />
drivers.<br />
• Domestic Abuse Prevention Council - Partnership with<br />

- Providing the Medical Director, supplies and<br />
pharmaceuticals.<br />

• United Way Campaign – LCH staff provide their time<br />
(within their regular paid work time) to help coordinate<br />
the campaign and process the results.<br />
Health Professions Education<br />
• Internships – Lincoln County Healthcare provides<br />
internship opportunities for nursing, social services,<br />
pharmacy and resident physicians who are completing their<br />
rural rotations.<br />
• ACLS classes – Classes were offered for employees as well<br />
as ambulance service providers in the area and any other<br />
health care provider that wish to attend.<br />
• CNA Training – Provided three 12-week CNA classes at<br />
no charge to students<br />
• ED Training for EMS personnel – 4 reviews and in-services<br />
in trauma care for 20 E.M.S. personnel. 12 students also<br />
participated in an EMS EKG course.<br />
• LCH Professional Development Program – Miles provided<br />
scholarships and continuing education opportunities to its<br />
employees and members of the community.<br />
• Nursing Program – Provided medical supplies and<br />
equipment; lease of classrooms, computer lab and clinical<br />
labs; and communications at no charge in partnership with<br />
CMCC’s nursing program.<br />
• Nursing School Clinical Placements – Provided 3-12 week<br />
clinical placements for nursing school students in longterm<br />
care and in the hospital<br />
• Job Shadow Experience – Provided half-day to day-long<br />
experiences to community members and high school<br />
students interested in pursuing a health care career<br />
• Certified Residential Medication Aide Full Certification –<br />
Provided a 40-hour course and the re-certification course<br />
at a reduced rate to community members and area assisted<br />
living facilities<br />
• Personal Support Specialist – Provided a 50-hour course at<br />
a reduced rate to community members<br />
• The Lincoln County Healthcare Education Center is a<br />
collaborative effort of Central Maine Community College and<br />
Lincoln County Healthcare. The new school, the first college<br />
degree program in Lincoln County, opened in September 2008 to<br />
eight students. First year students have the option to earn a Licensed<br />
Practical Nursing (LPN) within a year and will have a five year grace<br />
period to complete the requirements for the RN credential, should
they choose, or continue on for a second year to become a Registered<br />
Nurse. The program collaboratively works with colleges, clinical<br />
departments of the hospital, long term care facilities, <strong>MaineHealth</strong>,<br />
Lincoln Academy, and local businesses. Students receive classroom<br />
training at Central Maine Community College and in classrooms<br />
at the Lincoln County Healthcare Education Center located at<br />
66A Chapman Street in Damariscotta. An agreement with Lincoln<br />
Academy will allow students to use their labs for a percentage of<br />
their work. Clinical training will be at Miles Memorial Hospital,<br />
and at our long-term facilities in both communities. Lincoln County<br />
Healthcare provides administrative services, clinical training,<br />
equipment, supplies, technical support, and two full scholarships to<br />
the school.<br />
Access to Care Programs<br />
CarePartners – The program arranges the provision of donated<br />
healthcare services for low income uninsured Mainers in<br />
Cumberland, Kennebec, Lincoln, and Waldo Counties.<br />
CarePartners also provides administrative support to help serve the<br />
target population, including comprehensive eligibility assessment,<br />
care management, and access to low cost or free pharmaceuticals.<br />
MedAccess – The program provided access to approximately $2.2<br />
million of free medications in FY09. CarePartners provides this<br />
community resource to uninsured and underinsured community<br />
members through the Patient Assistance Programs (PAPs). In<br />
addition to this service, MedAccess offers application assistance for<br />
other prescription access programs (Medicare Part D, etc.), local<br />
low-cost generic programs, and other state and federal programs<br />
either in-person or through a toll-free number.<br />

Net Community Benefit Investment = $7,108,718.00<br />
Billing and Collection Practices<br />
Lincoln County Healthcare charges all patients the same price for<br />
the same services, regardless of payor source. Individuals are not<br />
required to pay or make arrangements to pay prior to the services<br />
being provided. On average, the first bill is sent to a patient 7-10 days<br />
after services are provided. After that initial billing date, the patient<br />
has 30 days to pay for those services. Before collection action is<br />
taken, three notices must be sent to patients informing them of their<br />
lack of proper payments and continued attempts to communicate<br />
with them about a solution. In the absence of either full payment or<br />
a patient’s attempts to communicate in order to resolve the situation,<br />
LCH does use a responsible and professional collection agency if<br />
necessary. A bill will become classified as “bad debt” if a patient has<br />
not paid the full amount within 120 days. <strong>MaineHealth</strong> hospitals<br />
may pursue legal action for collecting an outstanding bill only with<br />
prior Board approval. The LCH Board has not voted to pursue such<br />
legal action in the past several years. Member organizations offering<br />
long-term and residential care services have, from time to time,<br />
taken legal action to collect amounts due from patients or residents<br />
who are not covered under the MaineCare program and have the<br />
sufficient resources to pay for the services they received.<br />
Charity Care Policies<br />
Lincoln County Healthcare’s policy of charity care and financial<br />
assistance is easily understood, prominently posted, and publicly<br />
available. A process exists for offering charity care or financial<br />
assistance to patients who are unable to pay after they have already<br />
been billed. In addition to monitoring collection practices, copies<br />
of the charity care policy are made available to patients at the main<br />
entrance and with bill/collection notices. The organization uses<br />
simple application procedures for charity care or financial assistance<br />
that do not intimidate or confuse applicants. LCH’s employees<br />
who work in billing, and accounts receivable are fully informed and<br />
educated about all financial assistance policies. These staff members<br />
identify unpaid bills where persons are unable to pay, and separate<br />
these potential “charity care” bills from other bad debt accounts.<br />
Notice Of Availability Of Uncompensated Services<br />
Miles Memorial Hospital and St. Andrews Hospital are required<br />
by law to give a reasonable amount of its services without charge<br />
to eligible persons who cannot afford to pay for care. To be eligible<br />
to receive uncompensated service, your family income must be at or<br />

Good Governance<br />
LCH has a Board of 20 community members, the majority of whom<br />
are not practicing physicians, officers, department heads, or other<br />
employees with a financial connection or otherwise affiliated with<br />
the organization itself. The Board meets 12 times a year (on average),<br />
and has a written “conflict of interest” policy in place. The Board<br />
understands the specific mission of the organization, and approves<br />
strategic planning initiatives aimed at carrying out this mission.<br />
Trustees understand their fiscal and other specific responsibilities<br />
while serving on the Board, and further education/information is<br />
provided to Board members if requested. Trustees and Executive<br />
Officers of LCH do not receive loans on behalf of the organization.<br />
The organization ensures that a substantial part of its activities do<br />
not involve attempts to influence legislation, and that it will not<br />
take an official position or provide direct support for or against a<br />
political candidate. Moreover, in addition to the CEO, CFO, or<br />
both officially signing-off on the annual 990s and audited financial<br />
statements, the Board of Trustees must also have final approval of<br />
the annual audited financial statements. The Board has also adopted<br />
and maintains a corporate compliance program that includes a<br />
Code of Conduct for all staff education and training, monitoring for<br />
compliance, and a Helpline for staff to call, all intended to produce<br />
continual compliance with organizational policies and the law.<br />

LCH has a formal written compensation policy in place. In consultation with Towers Perrin, The <strong>MaineHealth</strong> Board Compensation<br />
Committee establishes appropriate compensation parameters for each member organization’s CEO and certain members of their Senior<br />
Management team. Working within those parameters, the LCH Board determines the level of compensation for its CEO. The findings of<br />
the Compensation Committee are made transparent to, and voted on by, the full Governing Board. This “total executive compensation” is filed<br />
publicly by the organization, and includes “total cash compensation” and “total value of all benefits and perquisites associated with position<br />
(such as housing allowances, social club memberships, signing bonuses, etc.).” The Board takes necessary action to prevent the CEO from<br />
voting or directly participating in the final Committee determination of her/his own compensation. The organization’s executive compensation<br />
procedure relies upon appropriate data for comparability (e.g. compensation levels paid by both taxable and tax-exempt similarly situated<br />
