Operational PerspectiveThe <strong>C3</strong> <strong>System</strong> design ‘marries’ the requirements ofrailway operators and modern technology to create acost-effective and responsive solution for railwayoperation. This is in contrast to other system whichrequires operational elements to be built around astandard solution. Modules do not know or care whichother modules have subscribed to the EventWith this model, Modules (Functions) can be distributedanywhere in the system and redundancy can be appliedeasily where required. This architecture is also highlyscalable and can be adapted to suit specificrequirements.Railway Situation ManagementTypically, a railway operates in 3 modes; namelyNormal, Incident and Emergency modes. During normalmode of operation, the <strong>C3</strong> <strong>System</strong> routinely managesthe daily system startup, launching of trains, servicesupervision and train withdrawal at the end of revenueservice.In the course of revenue service, certain abnormalitieslike “Stalled Train”, or “Station On Fire” etc., may arise.These incidents or emergency situations, depending onits severity, require rapid and precise operator’sreactions under a tense environment. In support of suchrequirements, the <strong>C3</strong> <strong>System</strong> includes a DSS tool toguide the actions of the control centre operators basedon pre-defined operating steps or procedures in acontrolled manner based on information received fromvarious sources.For instance, on detection of a “Train On Fire”emergency situation, the corresponding DSS plan willautomatically be activated and a series of operator’ssteps/actions will be displayed.
