48(e) if any proposal is received under clause (d) from theUniversity Grants Commission Legal EducationCommittee, the procedure specified in clauses (a) to (c)shall be followed by the Bar Council Legal EducationCommittee.(f) the standards of legal education as may be finalized underthis section shall be the minimum standards necessary forstudents to get enrolled at the Bar for practicing theprofession of law in Courts.”4.21 We, further recommend that the University Grants Commission Act,1956 be amended and a separate provision in the form of section 5Afor constitution of the ‘Legal Education Committee’ of theUniversity Grants Commission, as follows:-Legal Education Committee of the University Grants Commission“5A (1). The Commission shall constitute a Legal EducationCommittee of the University Grants Commission consisting often members of whom-(a) six shall be law teachers of the rank ofProfessor, Dean or Principal holding office assuch or others of equal rank;(b) two shall be retired law teachers of the rankof Professor, Dean or Principal or others ofequal rank;(c) two shall be Vice-Chancellors or Directorsof law universities established by statute.(2) The University Grants Commission Legal EducationCommittee shall represent all the universities and law collegesfor purpose of clause (h) of sub-section (1) of section 7 of theAdvocates Act, 1961.(3) The University Grants Commission shall nominate-
49(a) two law teachers in office from among the sixmembers referred to in clause (a) of sub-section(1);(b) one member from among the category referred to inclause (c) of sub-section (1),to be members of the Bar Council Legal Education Committeefor the purpose of sub-clause (iv) of clause (b) of sub-section(2) of section 10 of the Advocates Act, 1961 (Act 25 of1961).”
