24attended by Faculty from all over <strong>India</strong>. <strong>The</strong> volume is published by theDelhi University <strong>Law</strong> Faculty. <strong>The</strong> article refers to a large number <strong>of</strong>problems arising out <strong>of</strong> the recent curriculum introduced by the BarCouncil <strong>of</strong> <strong>India</strong> which problems could have found easy solution if therewas effective prior consultation with the FacultyHere, one other aspect may be pointed out. <strong>The</strong> Bar Council <strong>of</strong><strong>India</strong>, by letter LE (Cir.No.4/1997) dated 21.10.1997 had, after referring tothe titles <strong>of</strong> the LL.B. courses and the title <strong>of</strong> the papers to be <strong>of</strong>fered, leftthe details to be evolved by the Universities. <strong>The</strong> Bar Council <strong>of</strong> <strong>India</strong>stated in that letter:“<strong>The</strong> identification <strong>of</strong> the content and number <strong>of</strong> each paper in theprescribed courses is left to the discretion <strong>of</strong> the UniversityAcademic bodies. <strong>The</strong> CDC Report (1988) <strong>Commission</strong>ed by theUGC may be followed by Universities while preparing the syllabifor the various courses.”(quoted from pp. 1, 2 <strong>of</strong> the CDC Report <strong>of</strong> 2001 <strong>of</strong> UGC)2.17 <strong>The</strong> CDC Report 2001 <strong>of</strong> UGC, in fact, admits <strong>of</strong> considerableharmony in the process <strong>of</strong> consultation between the Bar Council <strong>of</strong> <strong>India</strong>and the Faculty but in our view, the same has to be strengthened. Afterreferring to sec. 7 (1) (h) <strong>of</strong> the Advocates Act, 1961 and sec. 12 <strong>of</strong> theUGC Act, 1956, the said Report <strong>of</strong> 2001states (page 2):
