Chair’s Welcome Message<br />

2011 Joint Rail Conference<br />

Welcome to the 2011 Joint Rail Conference (JRC). The JRC is a multidisciplinary North American railroad conference<br />

for presenting and discussing research results for all technical aspects of rail transportation. This Conference<br />

is a cooperative effort of seven co-sponsoring organizations: the American Society of Mechanical Engineers<br />

(ASME), the American Society of Civil Engineers (ASCE), the Institute of Electrical and Electronics Engineers<br />

(IEEE), the American Railway Engineering and Maintenance of Way Association (AREMA), the Transportation<br />

Research Board (TRB) of the National Academies, and the Institute for Operations Research and the<br />

Management Sciences (INFORMS).<br />

Exchange of <strong>information</strong> enabled by the JRC allows technology and its application to advance. Exchanging<br />

technical <strong>information</strong> is necessary for making railroading safer, more efficient, and more cost effective. These<br />

are exciting times in the rail industry, with many opportunities to advance the technologies that underlie railroading,<br />

and many opportunities to apply those advances.<br />

Throughout the world, railroads are vital to the quality of life and economic well being. Extensive high speed<br />

passenger rail networks have been established in Asia and Europe. Plans are well underway in North America<br />

for high speed rail in states and regions, such as California, Florida, and the Mid-West. The lessons learned in<br />

developing the high speed systems in Japan, France, and Germany are needed to make the North American<br />

projects successful. There are also smaller North American projects which include self-propelled equipment that<br />

was initially developed for use in Europe.<br />

While the passenger rail industry in North America is expanding, North American freight railroads appear to be<br />

leading an economic recovery. The AAR reports that the total number of carloads is more than 20% greater for<br />

the first week of 2011 than for the first week of the previous year. Canadian Pacific plans more than $1 billion in<br />

capital projects for 2011. In Iraq, a key part of revitalizing the economy of the country has been repair and recommissioning<br />

the freight railroad.<br />

These developments illustrate the trends of tighter integration within the industry and greater globalization of the<br />

industry. In 2007, two technical organizations, ASME and IEEE, arranged the Joint Rail Conference. This year<br />

seven technical organizations are coming together to arrange this year’s Joint Rail Conference: ASME, ASCE,<br />

IEEE, TRB, APTA, AREMA, and INFORMS. The JRC now encompasses all aspects of rail transportation and<br />

engineering research. Specialists from all over the world in track, equipment, train signaling and control, operations,<br />

planning, and construction participated in the JRC to exchange ideas with each other.<br />

The JRC included papers and presentations on railroad civil, mechanical, electrical, and systems engineering,<br />

as well as safety, planning, design, operations, maintenance, and management. The conference theme is<br />

Shared Corridors, Shared Interests and encompassed freight and passenger rail, including commuter, regional<br />

and intercity systems.<br />

The papers and presentations include a wealth of <strong>information</strong> on the safe and efficient operation of railroads.<br />

We want to thank all of the participants in the JRC, including the attendees, the authors, the reviewers, and everyone<br />

who helped organize the conference, for their efforts to exchange the <strong>information</strong> needed to make railroading<br />

safer and more efficient.<br />

their number of professional development hours (PDHs). Forms are available at the conference registration<br />

desk. Conferees should check the rules of their appropriate State licensing body to see if participation<br />

in this conference will qualify for credit to maintain a P.E. license or other professional certification.<br />

Tax Deductibility<br />

Expenses of attending professional meetings have been held to be tax deductible as ordinary<br />

business expenses for U.S. citizens. Because of changes in the tax code, the current level of<br />

deduction is subject to change.<br />

Conference Reception<br />

All conference attendees and guests are encouraged to take the opportunity to meet and discuss<br />

The 4 th annual ASME Rail Transportation Division Fall Conference will be held in Minneapolis<br />

MN on Wednesday and Thursday, September 21-22, 2011. The conference is held the same<br />
