RFQ <strong>document</strong> <strong>for</strong> <strong>development</strong> <strong>of</strong> Four Laning <strong>of</strong> Rewa Ring Road on BOT (Toll + Annuity)basis3.2.4 For a project to qualify as an Eligible Project under Categories3 and 4, the Applicant should have paid <strong>for</strong> execution <strong>of</strong> itsconstruction works or received payments from its client(s) <strong>for</strong>construction works executed, fully or partially, du<strong>ring</strong> the 5(five) financial years immediately preceding the ApplicationDue Date, and only the payments (gross) actually made orreceived, as the case may be, du<strong>ring</strong> such 5 (five) financial yearsshall qualify <strong>for</strong> purposes <strong>of</strong> computing the Experience Score.However, payments/receipts <strong>of</strong> less than Rs.7.00 crores (RupeesSeven crores) shall not be reckoned as payments/receipts <strong>for</strong>Eligible Projects. For the avoidance <strong>of</strong> doubt, construction worksshall not include supply <strong>of</strong> goods or equipment except when suchgoods or equipment <strong>for</strong>m part <strong>of</strong> a turn-key construction contract/EPC contract <strong>for</strong> the project. Further, the cost <strong>of</strong> land shall not beincluded hereunder.3.2.5 The Applicant shall quote experience in respect <strong>of</strong> a particularEligible Project under any one category only, even though theApplicant (either individually or along with a member <strong>of</strong> theConsortium) may have played multiple roles in the cited project.Double counting <strong>for</strong> a particular Eligible Project shall not bepermitted in any <strong>for</strong>m.3.2.6 Applicant’s experience shall be measured and stated in terms<strong>of</strong> a score (the "Experience Score"). The Experience Score <strong>for</strong>an Eligible Project in a given category would be the eligiblepayments and/or receipts specified in Clause 2.2.2 (A), divided byone crore and then multiplied by the applicable factor in Table3.2.6 below. RFQ <strong>document</strong> <strong>for</strong> <strong>development</strong> <strong>of</strong> Four Laning <strong>of</strong> Rewa Ring Road on BOT (Toll + Annuity)basis3.2.7 The Experience Score determined in accordance with Clause 3.2.6in respect <strong>of</strong> an Eligible Project situated in a developed countrywhich is a member <strong>of</strong> OECD shall be further multiplied by afactor <strong>of</strong> 0.5 (zero point five) and the product there<strong>of</strong> shall be theExperience Score <strong>for</strong> such Eligible Project.3.2.8 Experience <strong>for</strong> any activity relating to an Eligible Project shall notbe claimed by two or more Members <strong>of</strong> the Consortium. In otherwords, no double counting by a Consortium in respect <strong>of</strong> the sameexperience shall be permitted in any manner whatsoever.3.2.9 (a) The Experience Score <strong>of</strong> the Applicant shall becomputed as a weighted average <strong>of</strong> the Experience Score<strong>of</strong> a member and its proposed equity stake (%) in theConsortium,(b) Similarly, the Financial Score <strong>of</strong> the Applicant shallbe computed as a weighted average <strong>of</strong> the Financial Score<strong>of</strong> a member and its proposed equity stake (%) in theConsortiumProvided that the financial strength or the experience score takeninto assessment will be only <strong>of</strong> those who contribute a minimum26% share to the Consortium.3.3 Details <strong>of</strong> Experience3.3.1 The Applicant should furnish the details <strong>of</strong> Eligible Experience<strong>for</strong> the last 5 (five) financial years immediately preceding theApplication Due Date.3.3.2 The Applicants must provide the necessary in<strong>for</strong>mationrelating to Technical Capacity as per <strong>for</strong>mat at Annex-II <strong>of</strong>Appendix-I.3.3.3 The Applicant should furnish the required Project-specificin<strong>for</strong>mation and evidence in support <strong>of</strong> its claim <strong>of</strong> TechnicalCapacity, as per <strong>for</strong>mat at Annex-IV <strong>of</strong> Appendix-I.________________________________________________________________________________________________________________________________NIT No. MPRDC/BOT (T+A)/PQ/2012/ 7783 Bhopal, dated 27.09.2012 - 37 -
