Chapter 3—Affected Environmentnot monitored, and the public could gain access into portions of theYukon Training Area, but due to the thickness of cover and lack ofprominent vistas, the Yukon Training Area has a low visual sensitivity.3.9.2 NORTH DAKOTA INSTALLATIONSA brief introduction is included to generally describe the land uses in thenortheastern North Dakota region. Most of the land within all of the ROIsis almost extensively used for agricultural purposes with some scatteredresidential, commercial, and industrial areas usually located around smallcommunities or towns. The area around all of the proposed sites is verysparsely populated. No form of comprehensive zoning or planning existsfor most counties in the region. However, most of the counties in thisregion do have some land use controls that regulate development aroundhighways for health and safety concerns and for the preservation ofagricultural lands but leave planning and economic development toregional planning councils. All of the potential sites are located onFederal property and are not subject to local land use controls, but all tryto be as consistent as possible with these land use controls.3.9.2.1 Cavalier AFS—Land UseThis section describes the land uses and aesthetics for the affected baseproperty at Cavalier AFS and surrounding area. The ROI for land useincludes the base, adjacent land areas potentially affected byconstruction and deployment of the XBR, and areas up to 30 kilometers(19 miles) from the site to include areas where certain sensitiveelectronics may be susceptible to temporary interference with use of theXBR. The ROI will include those land uses that may contain sensitiveelectronics such as residential, commercial, industrial, and institutional(such as medical and educational). The ROI for aesthetics includes thebase and adjacent off-base properties within the viewshed.Regional Land UseCavalier AFS is located in the northeast corner of North Dakota on thewestern edge of Pembina County in the Beaulieu Township. The regionalland use ROI includes the area within a 30-kilometer (19-mile) radius fromthe Cavalier AFS site in Pembina County.Beaulieu Township has no zoning ordinances; therefore, development inthe area is reviewed by Pembina County and the Red River RegionalPlanning Council to ensure compliance with the overall developmentguidelines. All of Pembina County’s regulations deal with developmentaround highways for health and safety concerns and for the preservationof agricultural lands. Red River Regional Planning Council is the planningand economic development authority for the four-county region of GrandForks, Nelson, Pembina, and Walsh counties (Wangler, 1998—PersonalNMD Deployment Final EIS 3-275

However, since Cavalier AFS is a Federal property itdoes not fall within the zoning and planning regulations of the council.As shown in table 3.9-1, the area is sparsely populated. The smalltowns within the ROI generally contain residential, commercial, industrial,and institutional land uses that support the surrounding area. Theremainder of the area outside of these towns consists of pasture land,cultivated cropland, wooded areas, and some small bodies of waterscattered throughout the area. A small logging operation is adjacent tothe north of Cavalier AFS, and a few farmsteads are in the area, with theclosest inhabited structure being less than 0.8 kilometer (0.5 mile) awayfrom the site.
