Chapter 3—Affected EnvironmentAestheticsThe ROI for aesthetics at Clear AFS includes the general visualenvironment surrounding the station <strong>and</strong> areas visible from offsitelocations.The visual environment of Clear AFS is characterized by the relatively flatterrain that primarily consists of undisturbed forests, woodl<strong>and</strong>s, <strong>and</strong>meadows. The topography is generally flat, with the elevation of ClearAFS ranging from about 165 meters (540 feet) in the northern portion toabout 198 meters (650 feet) above sea level in the southern portion ofbase (U.S. Department of the Air Force, 1997—EA for Radar Upgrade atClear AS). The most significant man-made features are the Ballistic<strong>Missile</strong> Early Warning System radar <strong>and</strong> the Tracking Radar. The threeBallistic <strong>Missile</strong> Early Warning System radars are approximately 50meters (165 feet) tall. The Tracking Radar, which is dome-shaped, isapproximately 43 meters (140 feet) in diameter. The Ballistic <strong>Missile</strong>Early Warning System radar is not visible from surrounding highways orrecreation areas because of the flatness of the l<strong>and</strong> <strong>and</strong> the heavy forestcover; thus, the site <strong>and</strong> surrounding area have a low visual sensitivity.(U.S. Department of the Air Force, 1997—Supplemental EA for RadarUpgrade, Clear AS)3.9.1.2 Eareckson AS—L<strong>and</strong> UseThis section describes the l<strong>and</strong> uses <strong>and</strong> aesthetics for the affected baseproperty at Eareckson AS. The ROI for l<strong>and</strong> use includes those areaspotentially affected by deployment of the XBR at this site. This areaincludes the base <strong>and</strong> areas up to 30 kilometers (19 miles) from the siteto include areas where certain sensitive electronics may be susceptible totemporary interference by use of the XBR. The ROI for aestheticsincludes the base <strong>and</strong> adjacent areas within the viewshed.Regional L<strong>and</strong> UseEareckson AS is located on Shemya Isl<strong>and</strong> near the end of the AleutianIsl<strong>and</strong> chain. The regional l<strong>and</strong> use ROI includes the area within a 30-kilometer (19-mile) radius from the Eareckson AS site in the AleutiansWest Census Area.The Aleutians West Census Area is unincorporated <strong>and</strong> has no officialzoning ordinances. However, all development will require review forconsistency with the st<strong>and</strong>ards of the Alaska Coastal ManagementProgram.
