Chapter 3—Affected EnvironmentAestheticsThe ROI for aesthetics at Clear AFS includes the general visualenvironment surrounding the station and areas visible from offsitelocations.The visual environment of Clear AFS is characterized by the relatively flatterrain that primarily consists of undisturbed forests, woodlands, andmeadows. The topography is generally flat, with the elevation of ClearAFS ranging from about 165 meters (540 feet) in the northern portion toabout 198 meters (650 feet) above sea level in the southern portion ofbase (U.S. Department of the Air Force, 1997—EA for Radar Upgrade atClear AS). The most significant man-made features are the BallisticMissile Early Warning System radar and the Tracking Radar. The threeBallistic Missile Early Warning System radars are approximately 50meters (165 feet) tall. The Tracking Radar, which is dome-shaped, isapproximately 43 meters (140 feet) in diameter. The Ballistic MissileEarly Warning System radar is not visible from surrounding highways orrecreation areas because of the flatness of the land and the heavy forestcover; thus, the site and surrounding area have a low visual sensitivity.(U.S. Department of the Air Force, 1997—Supplemental EA for RadarUpgrade, Clear AS)3.9.1.2 Eareckson AS—Land UseThis section describes the land uses and aesthetics for the affected baseproperty at Eareckson AS. The ROI for land use includes those areaspotentially affected by deployment of the XBR at this site. This areaincludes the base and areas up to 30 kilometers (19 miles) from the siteto include areas where certain sensitive electronics may be susceptible totemporary interference by use of the XBR. The ROI for aestheticsincludes the base and adjacent areas within the viewshed.Regional Land UseEareckson AS is located on Shemya Island near the end of the AleutianIsland chain. The regional land use ROI includes the area within a 30-kilometer (19-mile) radius from the Eareckson AS site in the AleutiansWest Census Area.The Aleutians West Census Area is unincorporated and has no officialzoning ordinances. However, all development will require review forconsistency with the standards of the Alaska Coastal ManagementProgram. Chapter 3—Affected EnvironmentThe area around Shemya is virtually all open ocean, with the uninhabitedislands of Nizki about 3 kilometers (2 miles) to the west and Alaid 8kilometers (5 miles) to the west on the other side of Nizki. All of the landuses in the area are compatible with the adjoining areas of Eareckson AS.Eareckson AS Land UseEareckson AS consists of 1,425 hectares (3,520 acres), which is theentire island of Shemya. The island is located wholly within the AlaskaMaritime National Wildlife Refuge (U.S. Department of the Air Force,1997—Final Installation-Wide Environmental Baseline Survey, EarecksonAS). The Alaska Maritime National Wildlife Refuge is administered by theUSFWS. The purposes of the Alaska Maritime National Wildlife Refugeinclude (1) conserving wildlife and wildlife habitat in their naturaldiversity, (2) fulfilling international treaty obligations of the United Stateswith respect to fish and wildlife, (3) providing for a subsistenceopportunity by local residents, (4) providing a national and internationalprogram of scientific research on marine resources, and (5) ensuringwater quality and quantity within the refuge.The southern portion of the air station is dominated by an airfield andairfield support, which consists of support buildings and one activerunway. Administrative buildings are scattered throughout the northernportion of the station. Housing is in the north central section of the base,and community and service facilities are in close proximity to the housingand administrative facilities. Industrial sites are scattered throughout theair station, with the remainder of the land being open space. These landuses are shown in figure 3.9-2. Facilities associated with the airfield, theCOBRA DANE Radar, and some housing and administrativeaccommodations are all of the facilities that are currently in use. Theremainder of the facilities is currently inactive.Coastal Zone ManagementAll of the communities within the Aleutians West Coastal ResourceService Area (AWCRSA) are coastal, and essentially all developable landwithin the AWCRSA is located in the "zone of direct influence" of thecoastal environment.
