Chapter 3—Affected Environment3.8.1.4 Fort Greely—Health and SafetyThis section describes the health and safety concerns for the affectedbase property at Fort Greely and the surrounding area. The ROI forhealth and safety includes the base and adjacent properties that could beaffected by the deployment of a GBI or BMC2 at Fort Greely. The areapotentially affected off-base would be the properties immediatelyadjacent to the base and the transportation network for hazardousmaterials. For a general description of the health and safety resourcearea, see section 3.8.The Fort Greely cantonment is being realigned; therefore, some of theoperations in this area have ceased. The base still maintainsmaintenance personnel and fire fighting support for the cantonment area.The Fort Greely fire department maintains four crash/pumper trucks, threebrush trucks, one small pumper truck, and a command vehicle. The basecurrently has 11 personnel to administer and manage the fire department.To assist in emergency response, Fort Greely maintains mutual aidagreements with most of the small communities within a 161-kilometer(100-mile) radius of the base. The Bureau of Land Management has theprimary responsibility of fighting fires in the forested area of Fort Greelywith assistance from the post fire department.Fort Greely has an airfield; however, this field is only minimally used fortraining. The Clear Zones for the airfield are contained within the baseboundaries (Department of the Army, 1983—The Master Plan of FortGreely).Health and safety issues at Fort Greely are associated with both Armyand Air Force activities and range fires. The Army trains at Fort Greelythroughout the year with exercises including the deployment of troops,weapons firing, and infantry tactical maneuvers. The Fort Greely TrainingArea is also used as a test site for weapons and equipment, includingexperimental designs, under conditions of extreme cold. Weapons arefired from the east side of the Delta River towards weapon impact areas(figure 3.8-5). Weapons include rockets, mortars, small arms, andartillery. Access to the weapon impact areas on Fort Greely is restrictedbecause of the potential of unexploded ordnance (U.S. Army Alaska,1997—Draft Integrated Natural Resources Management Plan). Becauseof the long history of military training on Fort Greely there is still a lowpotential for unexploded ordnance in areas outside of the weapon impactareas. Most of this ordnance consists of small arms ammunition and 40-millimeter practice grenades. The Fort Greely East Training Area is usedprimarily as a nonfiring maneuver area. The Cold Regions Test Centerutilizes this same area for experimental airdrops, airborne training, andtesting of clothing, vehicles, and equipment (U.S. Army Alaska, 1997—Draft Integrated Natural Resources Management Plan).3-240 NMD Deployment Final EIS
