For a general description of the health <strong>and</strong> safety resourcearea, see section 3.8.The Eielson AFB Safety Office reviews base safety issues. Other offices,such as the Bioenvironmental Engineering Office, also ensure safeoperations by providing services such as sampling of indoor air, water,<strong>and</strong> unknown material or <strong>waste</strong>. To assist in emergency response,Eielson AFB maintains mutual aid agreements with the Bureau of L<strong>and</strong>Management to fight range fires <strong>and</strong> 10 local fire departments within thesurrounding area. The Bureau of L<strong>and</strong> Management has the primaryresponsibility of fighting fires in the forested area of Eielson AFB withassistance from the base fire department. The base maintains firebreaksaround <strong>hazardous</strong> areas such as ammunition storage areas <strong>and</strong> fuelstorage areas (Pacific Air Forces, 1998—Draft General Plan, Eielson AFB).The Air Force has developed st<strong>and</strong>ards that dictate the amount of fire/crashequipment <strong>and</strong> staffing that must be present based on the number <strong>and</strong>types of aircraft stationed on-base, <strong>and</strong> the types <strong>and</strong> total square footageof base structures <strong>and</strong> housing. The Eielson AFB fire department meetsthese st<strong>and</strong>ards, maintaining five crash trucks, three structural trucks, twowater trucks, two ramp vehicles, two comm<strong>and</strong> vehicles, <strong>and</strong> one<strong>hazardous</strong> material truck. The base currently has 74 personnel toadminister <strong>and</strong> manage the program for both the flightline <strong>and</strong> the basefacilities. Two fire stations, one along the flightline <strong>and</strong> the second in thebase housing area, provide the base fire protection needs. The positioningof these facilities meets the Air Force time <strong>and</strong> distance requirements forfacility response.The threats to human safety from aircraft accidents at Eielson AFB aresummarized in the Air Installation Compatible Use Zone (AICUZ) Report.The AICUZ guidelines are based on the type of aircraft at the base <strong>and</strong>the nature of operations conducted. In order to minimize the risk to thepublic at each end of the runway, a Clear Zone <strong>and</strong> two AccidentPotential Zones have been designated. The Clear Zone, the area whereaircraft mishaps are most likely to occur, is contained within the baseboundaries (figure 3.8-4).Other on-base safety restrictions include ESQDs associated with theRailroad Unloading Dock, munitions storage at Engineer Hill <strong>and</strong> QuarryHill, A-10 aircraft weather shelters, weapon unloading <strong>and</strong> loading areas,small arms munitions impact areas, <strong>and</strong> the chaff flare facility locatednear the northern end of the runway. There are no EMR safety zones onEielson AFB (Pacific Air Forces, 1998—Draft General Plan, Eielson AFB).To service the base aircraft, large amounts of jet fuel are stored on-basealong with hydrazine, which is associated with the F-16 emergencypower unit. The base has both st<strong>and</strong>ard <strong>and</strong> emergency operationprocedures for the h<strong>and</strong>ling of both of these fuels.3-238 NMD Deployment Final EIS
