However, the riskis still present during the handling of more volatile fuels such as motorvehicle and aviation gasolines. Air Force Technical Order 31 Z-10-4requires a threshold of 5,000 milliwatts per square centimeter to preventthe inadvertent ignition of fuels (Department of the Air Force, 1989—Electromagnetic Radiation Hazards).3.8.1 ALASKA INSTALLATIONS3.8.1.1 Clear AFS—Health and SafetyThis section describes the health and safety concerns for the affectedbase property at Clear AFS and the surrounding area. The ROI for healthand safety includes the base and adjacent properties that could beaffected by the deployment of a GBI or BMC2 at Clear AFS. The areapotentially affected off-base would be the properties immediatelyadjacent to the base and the transportation network for hazardousmaterials. For a general description of the health and safety resourcearea, see section 3.8.The Air Force has developed standards that dictate the amount of fireequipment that must be present based on the types of total square footageof base structures and housing. The Clear AFS fire department meetsthese standards, maintaining one structural pumper, a smaller fire fightingvehicle, and an emergency command vehicle. One centrally located facilityhouses the equipment. The positioning of this facility also meets the AirForce time and distance requirements for facility response. The basecontractor has a Health and Safety Plan and there is a full-time emergencymedical technician on the base.Base health and safety issues at Clear AFS include EMR associated withoperation of the Ballistic Missile Early Warning System radar and runwayapproach clearance zones at the end of the Clear Airport public airstrip.To ensure operational safety around the Ballistic Missile Early WarningSystem radar, a 1,524-meter (5,000-foot) control zone is maintained forstructures emanating in a northwesterly direction from the radar (figure3.8-1) (Clear AFS, 1993—Comprehensive Planning Framework).Radiation exposure measurement taken in surveys identified areas inwhich the power density levels exceeded the permissible exposure levelof 4 milliwatts per square centimeter. These areas are within the baseTechnical Site where the radar facilities are located. All areas in whichradiation levels above the permissible exposure level were measured havebeen posted with warning signs, and access is strictly controlled duringradar operation. The base also maintains a Radiation Protection Program,which is implemented by the Radiation Protection Officer. This programis intended to identify, monitor, and control areas and sources ofpotentially hazardous radiation, and to provide training for personnelNMD Deployment Final EIS 3-231
