Chapter 3—Affected Environmentobtained. The majority of positive materials identified for asbestos werefloor tiles. Additional items that contained asbestos include linoleum,transite panels, ceiling panels, wall panels, roofing material, caulk,conduit putty, and gaskets. Facilities that are to be renovated ordemolished are surveyed for asbestos-containing material prior toconstruction activities, and remediated when necessary. (U.S. ArmySpace and Strategic Command, 1995—Asbestos Survey Report andManagement Plan)Polychlorinated BiphenylsIn 1990 a PCB survey was conducted at the Missile Site Radar facilityand associated Remote Site Launch Sites and resulted in theidentification of 74 transformers. Of the 74 transformers identified andtested, only 7 indicated the presence of PCBs. All known transformersand other items containing PCBs were removed from the Missile SiteRadar facility. In 1992, an inspection of the Missile Site Radar Facilityidentified PCB containing equipment that could have gone unnoticedduring the 1991 inspection. Therefore, in September 1993, suspect PCBcontaining materials was investigated. Results indicated that out of 37potential PCB containing items it was unlikely that any of the itemscontained regulated levels of PCBs. (U.S. Army Space and StrategicDefense Command, 1994—Engineering Report, SRMSC)Lead-based PaintThe Missile Site Radar facility was constructed before 1980. Therefore,there is the potential that most buildings and silos may contain leadbasedpaint. Buildings that are to be demolished or remodeled arechecked for lead-based paint. If lead-based paint is found, the paint isremoved in accordance with Federal regulations.RadonAccording to Radon Potential of the Upper Midwest map by the U.S.Geological Survey (1993), all of North Dakota is classified as an area ofhigh radon concentration level. A radon survey completed for the MissileSite Radar found Building 348, now demolished, and Building 360 tohave radon levels above 4 picocuries per liter. All other facilitiessurveyed were below 4 picocuries per liter (Greenwood, 1999—Comments received by EDAW, Inc., regarding the NMD DeploymentCoordinating Draft DEIS).PesticidesThe Missile Site Radar facility does not use any insecticides or pesticides.Herbicides have been used periodically to control weed growth inpavements and for spot control of noxious weeds such as leafy spurge.NMD Deployment Final EIS 3-221

(Greenwood, 2000—Electronic communication)3.7.2.4 Remote Sprint Launch Site 1—Hazardous Materials andHazardous Waste ManagementThe relevant aspects of hazardous materials/waste management includethe applicable regulatory procedures for hazardous materials usage andhazardous waste generation, and management programs for existinghazardous waste-contaminated sites within areas potentially affected bythe NMD program. The ROI for hazardous materials and hazardous wastemanagement includes Remote Sprint Launch Site 1 for general operationsand those areas where potential NMD construction activities could occur.Hazardous Materials ManagementRemote Sprint Launch Site 1 is an inactive site that receives routinemaintenance by a small caretaker staff that operates from the Missile SiteRadar. Hazardous materials used as part of the maintenance activitiesinclude paint solvents, thinners, and starter fluids.All underground storage tanks have been removed from the RemoteSprint Launch Sites (U.S. Army Corps of Engineers, 1991—UndergroundStorage Tank Closure Report, SRMSC).Hazardous Waste ManagementRemote Sprint Launch Site 1 is in caretaker status, and little or nohazardous waste is being generated. Any hazardous waste generated aspart of maintenance activities is disposed of offsite in accordance withapplicable regulations.Pollution PreventionBecause the site is currently inactive, there are no pollution preventioninitiatives.Installation Restoration ProgramThere are no known hazardous waste contaminated sites at RemoteSprint Launch Site 1. Water removed from the Remote LaunchOperations Building in 1991 did not indicate the presence of anycontaminates. No further investigation is planned for these facilities.Water may exist in some of the Sprint Silos. Current plans are for arepresentative number of silos to be investigated.
