Chapter 3—Affected EnvironmentPolychlorinated BiphenylsPersonnel from the Environmental Engineers Flight, <strong>Missile</strong> Maintenance,<strong>and</strong> the Exterior Electric offices manage PCBs. Documents <strong>and</strong> files aremaintained at Gr<strong>and</strong> Forks AFB, including PCB documentation for thepast 3 years. All known PCB-containing transformers, hydraulic systems,heat transfer components, <strong>and</strong> other PCB items have been removed fromGr<strong>and</strong> Forks AFB. (U.S. Department of the Air Force, 1999—Final EIS,Minuteman III <strong>Missile</strong> System Dismantlement)Lead-based PaintGr<strong>and</strong> Forks personnel manage lead-based paint identification <strong>and</strong>abatement in accordance with all Air Force guidance, <strong>and</strong> havedesignated the Environmental Engineers Flight, Base Housing Office, <strong>and</strong>Medical Group as being responsible for lead-based paint management.A visual inspection of pre-1980 buildings (those which are most likely tocontain lead-based paint) has been conducted at Gr<strong>and</strong> Forks AFB. Theinspection included all housing <strong>and</strong> community buildings, but not industrialfacilities of shops. Because most of Gr<strong>and</strong> Forks AFB was built before1980, there is the potential that most buildings may contain lead-basedpaint. Buildings that are to be demolished or remodeled are checked forlead-based paint. If lead-based paint is found, the paint is removed inaccordance with Federal Regulations. This study classifiedGr<strong>and</strong> Forks AFB housing as being a moderate risk facility requiringfurther sampling. Mitigation efforts occurred in 1991. Radon surveys<strong>and</strong> further mitigation efforts are continuing as part of an active program.Radon assessment surveys for evaluating radon emissions atadministrative areas on-base are programmed <strong>and</strong> will be conductedwhen funding becomes available. (U.S. Department of the Air Force,1997—Gr<strong>and</strong> Forks AFB General Plan)PesticidesThe management of pesticides at Gr<strong>and</strong> Forks AFB is accomplished bythe Pest Management staff, who maintain the grounds <strong>and</strong> buildings onthe base, <strong>and</strong> by the golf course staff, who maintain the golf course.The base pesticide facility is a state-of-the-art facility, <strong>and</strong> PestManagement personnel are certified as pesticide applicators. The basealso contracts for some pesticide applications. The Air Force has set agoal for the reduction of pesticides by the year 2000, which is beingaggressively pursued by the Pest Management Shop (U.S. Department of3-218 NMD Deployment Final EIS
