The penal interest hereby sanctioned and released will be utilized only forimplementation of schemes under BRGF as a supplementary fund.3. The Drawing and Disbursing Officer of the Directorate of Panchayats and RuralDevelopment (DPRD), West Bengal, who is hereby declared as the DDO in respect of the fundsanctioned and released, as above, shall draw the amount as Grant-in-Aid under new T.R.Form No. 31 (Old T.R. Form No. 48) from the Pay & Accounts Office, Kolkata, and deposit thesame in the Fund Transfer Account of the Directorate of Panchayats and Rural Development(DPRD), West Bengal, opened for this purpose in the SBI, Kolkata Main Branch, in terms of thisDepartment’s Notification No. 3116/PN/O/II/3B-5/2005 dated 17.05.06 read with thisdepartment’s Notification No. 3416/PN/O/II/3B-5/2005 dated 2.8.2007.4. Shares of the Zilla Parishad, Panchayat Samitis and Gram Panchayats of each districtcalculated on the basis of their entitlements shall be transferred by the DDO of the DPRD, West

Bengal from the Fund Transfer (FT) Account of the DPRD in the SBI, Kolkata Main Branch, tothe Fund Transfer (FT) Account of the concerned Zilla Parishad.5. The DDO of the Directorate of Panchayats & R.D., West Bengal, shall transfer the totalamount in respect of a district as shown in the Annexure-A directly to the Fund Transfer (FT)Accounts of concerned Zilla Parishad and Zilla Parishad, in turn, will transfer the fund to therespective tier & institutions of PRIs as shown in the Annexure- I in terms of this DepartmentG.O No. 1406-PN/O/II/3B-5/2005 dated 24.3.2009.6. The fund will be utilized and accounts will be maintained in accordance with theChapter-4 of the BRGF Guidelines. Monthly Progress Report in the prescribed format will besubmitted by the 8 th day of the following month. Utilization Certificate will also be submitted inprescribed format.7. Allotment of fund is no authority to incur any expenditure unless such expenditure iscovered by sanction of the appropriate rules/authority. Under no circumstances any expenditureshould be incurred in excess of allotment or in deviation of the guidelines/procedures prescribedin respect of this fund.8. The charges will be debitable to the head of a/c “2049-60-101-NP-013-Penal Interest forthe late release of BRGF fund -45-C” under Demand No. 40 for the financial year 2011-12.9.
