<strong>June</strong> <strong>22</strong>-<strong>23</strong>, <strong>2004</strong> 29137The design development phase plans have been completed for the project. It isproposed the Board <strong>of</strong> Regents approve the project design and authorize the preparation <strong>of</strong>construction documents by the architect and advertising for receipt <strong>of</strong> bids. It is anticipated thata recommendation concerning the award <strong>of</strong> a contract for construction will be presented to theBoard at the September <strong>2004</strong> meeting, with substantial completion expected in August 2005.Funding for this project will be provided from a combination <strong>of</strong> appropriated funds,federal funds and private gifts.President Wiley recommended the Board <strong>of</strong> Regents:I. Approve the design development phase plans for the Center for Economic andCommunity Development;II. Authorize the preparation <strong>of</strong> construction documents for the project; andIII. Authorize the University administration to advertise and to receive bids forconstruction <strong>of</strong> the project.Regent Everest moved approval <strong>of</strong> the recommendation. The following voted yes onthe motion: Regents Everest, Clark, Stuart, Weitzenh<strong>of</strong>fer and Wade. The Chair declared themotion unanimously approved.AWARDING OF CONTRACT FOR PREPARATORY HALL ANDBUSHYHEAD FIELDHOUSE EXTERIOR RENOVATIONSPreparatory Hall was constructed in 1909, and is listed on the National Registry <strong>of</strong>Historical Buildings. The building contains faculty <strong>of</strong>fices, classrooms, <strong>of</strong>fices for federallyfunded programs, and the institution’s computer and technology center. Bushyhead Fieldhousewas constructed in 1929. The facility provides space for student activities and includes the gym,locker rooms, and the Wellness Center physical fitness equipment and weight equipment. Inrecent years, the University has been remodeling and upgrading the facilities. This project willaddress painting the exterior <strong>of</strong> both buildings, painting windows on Preparatory Hall, exteriorrepairs and renovations. The President believes it is important to continue efforts to improve andenhance the appearance <strong>of</strong> the Campus facilities and to address deferred maintenance issues.The President authorized Graber & Imel, the architects, to proceed with developingthe bid specifications. The project has been advertised, and a pre-bid conference was held onThursday, May 13, <strong>2004</strong>. Sealed bids were opened on Tuesday, May 25, <strong>2004</strong>. This project hasbeen identified and approved in the University’s Campus Master Plan.Bid A and associated alternates are for Preparatory Hall. Bid B and associatedalternates are for Bushyhead Fieldhouse.The President recommends Mid-Continental Restoration Company, Inc. as thesuccessful bidder. He recommends accepting the base bid A, B, alternates 2A, 5A, 2B, andassociated unit Prices 1, 2 and 3 for a total <strong>of</strong> $271,681. State Statutes allow change orders to beissued for up to 15 percent cumulative increase in original amount <strong>of</strong> the project costing$1,000,000 or less. Board approval <strong>of</strong> this project will authorize the President or his designee tosign contract, and will allow issuance <strong>of</strong> change orders <strong>of</strong> up to 15 percent <strong>of</strong> the contract amountand within budget limitations. The contract amount and authorized maximum change orderstotal $312,433. (See attached bid tabulations).
