<strong>June</strong> <strong>22</strong>-<strong>23</strong>, <strong>2004</strong> 29135B. Rogers State University requests a change in the Student Assessment Fee. Theinstitution is currently charging $1.00 per semester credit hour. This fee was lastadjusted in the Fall semester <strong>of</strong> 1991. Rogers State University is requesting changingthe fee from $1.00 per semester credit hour to $2.75 per semester credit hour. It isanticipated the additional revenue per year will be approximately $134,000. Theadditional revenue will be used for the University’s Student Assessment Program.C. Rogers State University requests a change in the Student Activity Fee. The institutionis currently charging $5.15 per semester credit hour. This fee was last adjusted in theFall <strong>of</strong> 1995. Rogers State University is requesting changing the fee from $5.15 persemester credit hour to $5.45 per semester credit hour. It is anticipated the additionalrevenue per year will be approximately $18,000. The additional revenue will provideextracurricular, educational, cultural and recreational opportunities.D. Rogers State University requests a change in the Student Parking Fee. The institutionis currently charging $1.50 per semester credit hour to a maximum <strong>of</strong> $20.00 persemester. This fee was last adjusted in the Fall semester <strong>of</strong> 2000. Rogers StateUniversity is requesting changing the fee from $1.50 per semester credit hour to$2.00 per semester credit hour and removing the cap <strong>of</strong> $20.00 per semester. It isanticipated the additional revenue per year will be approximately $29,000. Theadditional revenues will be used to provide enforcement <strong>of</strong> traffic and parking, newparking lots, and maintenance <strong>of</strong> existing lots.In accordance with policy established by the Oklahoma State Regents for HigherEducation, requests for new or changes in academic service fees will be considered by the StateRegents one time each year, and requests must be received in their <strong>of</strong>fice by November 1preceding the beginning <strong>of</strong> the fiscal year, July 1 in which the change is to be effective. Thisyear an exception to the policy was made, and institutions would submit academic service feesafter November 1. The State Regents will act on the proposed academic service fees at theirscheduled meeting to be held on <strong>June</strong> 30, <strong>2004</strong>.Rogers State University requests the following course fees as listed:Course Course Number Proposed FeeComputer Programming Materials Fee CS<strong>22</strong><strong>23</strong> $20.00Computer Programming Materials Fee CS<strong>23</strong><strong>23</strong> $ 5.00Computer Programming Materials Fee CS2153 $ 5.00The academic service fees are direct costs associated with a course to cover the costs<strong>of</strong> materials.President Wiley recommended the Board <strong>of</strong> Regents approve the change in fees to beeffective for Fall <strong>2004</strong>.Regent Everest moved approval <strong>of</strong> the recommendation. The following voted yes onthe motion: Regents Everest, Clark, Stuart, Weitzenh<strong>of</strong>fer and Wade. The Chair declared themotion unanimously approved.SUBSTANTIVE PROGRAM CHANGESThe Oklahoma State Regents for Higher Education require that all substantivechanges in degree programs be presented to the institution’s governing board for approval beforebeing forwarded to the State Regents for consideration.
