<strong>June</strong> <strong>22</strong>-<strong>23</strong>, <strong>2004</strong> 29173APPOINTMENT OF TRUSTEE FOR LEW WENTZ FOUNDATIONThe Lew Wentz Foundation <strong>of</strong> The University <strong>of</strong> Oklahoma is a separate foundationset up in the 1920s from funds received from Lew Wentz <strong>of</strong> Ponca City. The purpose <strong>of</strong> thefoundation is to provide low-interest loans to University <strong>of</strong> Oklahoma students. The originalfunds were increased as a result <strong>of</strong> a bequest in Mr. Wentz’ will. The total assets <strong>of</strong> theFoundation at <strong>June</strong> 30, 2003 exceeded $25,650,194.The Trust Agreement <strong>of</strong> the Lew Wentz Foundation provides for a Regent Trustee.This individual must be a member <strong>of</strong> the Board <strong>of</strong> Regents and must be selected by the Regents.Due to a vacancy, it is necessary for a Regent to be appointed for a three-year term.President Boren recommended the Board <strong>of</strong> Regents appoint Regent Jon R. Stuart asthe Regent Trustee on the Lew Wentz Foundation for a three-year term effective <strong>June</strong> 24, <strong>2004</strong>.Regent Everest moved approval <strong>of</strong> the recommendation. The following voted yes onthe motion: Regents Everest, Clark, Stuart, Weitzenh<strong>of</strong>fer and Wade. The Chair declared themotion unanimously approved.INSTRUCTIONAL/TRAINING AIRCRAFT - NCI. AWARD OF CONTRACTThe existing fleet <strong>of</strong> 13 instructional/training aircraft currently utilized by theUniversity’s Department <strong>of</strong> Aviation is in need <strong>of</strong> replacement. Though maintained and incompliance with Federal Aviation Administration standards, the fleet is aging and does not <strong>of</strong>ferthe full avionics that some students desire/need. Replacement <strong>of</strong> the entire fleet with newaircraft will provide students with an opportunity to train in planes representative <strong>of</strong> those theywill most likely pilot upon completion <strong>of</strong> training.Five firms responded to a competitive solicitation; however, only the following threequalified as acceptable bidders:Cessna Aircraft CompanyChristiansen Aviation, Inc.The New Piper Aircraft, Inc.Wichita, KansasTulsaVero Beach, FloridaThe evaluation committee comprised the following individuals:Glenn Schaumburg, Director, Department <strong>of</strong> AviationWalter Strong, Jr., Administrator, Max Westheimer AirportDavid McClurkin, Chief Flight Instructor, CCE AviationJoseph Berardo, Manager, Administration and Operations, CCESteve Smith, Assistant Director, PurchasingSandy Totten, Senior Buyer, PurchasingThe evaluation criteria were anthroprometric accommodation (cabin’s ability toaccept the size and weight <strong>of</strong> personnel using the plane--all three companies were acceptable),maintenance training costs, instructor training costs, and airplane cost.The results <strong>of</strong> the evaluation are as follows:CompanyAircraftMaint.TrainingInstruct.TrainingStandardAirplaneAvionicsAirplaneTotal*
