REGENTS’ POLICY MANUALSECTION 6—ATHLETICSNot later than November <strong>of</strong> each year, the Academic and Student Life subcommittee shallevaluate compliance with Paragraph A above, for the previous academic year, and issue a written reportto the Council on its findings.Written policies shall assign specific responsibilities in areas <strong>of</strong> rules compliance. The President,through the Director <strong>of</strong> Athletics, shall have direct responsibility for rules compliance and the overallresponsibility for the athletics program.An instructional program for all coaches and other Athletics Department personnel shall beestablished and maintained so they are aware <strong>of</strong> the NCAA and Conference rules.An instructional program for all student-athletes and prospective student-athletes shall be establishedand maintained so they are aware <strong>of</strong> their responsibility to comply with NCAA and Conference rules.An instructional program for all alumni and other supporters who participate with the AthleticsDepartment in the recruiting <strong>of</strong> student-athletes shall be established and maintained. Such alumni andother supporters shall be provided a copy <strong>of</strong> the Conference and NCAA rules, where appropriate, or withthe Guide to Rules Compliance Handbook. Booster Guide and/or Recruiting Guide.Critical areas <strong>of</strong> University compliance include the regular participation <strong>of</strong> persons outside <strong>of</strong> theAthletics Department including, without limitation, the Director <strong>of</strong> Financial Aid, Director <strong>of</strong>Admissions, Registrar, Faculty Athletics Representative, University Legal Counsel, and others asappropriate.The rules compliance program is the subject <strong>of</strong> annual evaluation by the Athletics Council consistentwith the required evaluation under NCAA rules by an authority outside <strong>of</strong> the Athletics Department.6.3.9—SOONER HOUSING SECURITY REGULATIONSThere will be one or more resident advisors in each Sooner Housing Center residential facility. Eachresident advisor will receive the same training as resident advisors in all other University dormitories.Each resident advisor shall report all incidents through the normal reporting channels. No person shallinterfere with the resident advisor’s responsibility in carrying out this action.6.3.10—COACHES AND ATHLETICS DEPARTMENT PERSONNELThe annual evaluation <strong>of</strong> each coach to determine merit salary increases shall include not only thesuccesses <strong>of</strong> the athletics team he or she coaches, but the academic performance <strong>of</strong> the student-athletesparticipating in the sport coached. The same rule shall apply to the Director <strong>of</strong> Athletics and theAssistant/Associate Directors <strong>of</strong> Athletics.Incentive payments for outstanding athletics success, such as a national championship, will not bemade without a full evaluation not only <strong>of</strong> the athletics success <strong>of</strong> the team, but also <strong>of</strong> the academicperformance <strong>of</strong> the team members.Because <strong>of</strong> the national exposure <strong>of</strong> the athletics programs at the University, the coaches and otherAthletics Department personnel will be expected to conduct themselves in an exemplary manner.(RM, 2-10-89, pp. 20905-8; 12-02-03, p. 28868)THE UNIVERSITY OF OKLAHOMA 302
