REGENTS’ POLICY MANUALSECTION 6—ATHLETICS6.3.3—RULES COMPLIANCEAny Athletics Department staff member who knowingly commits a major violation <strong>of</strong> an NCAA orConference rule or who conceals or attempts to cover up the violation <strong>of</strong> an NCAA or Conference rulewill be terminated immediately, and all contract rights will be terminated. Athletics Department staffmembers who commit violations <strong>of</strong> NCAA or Conference rules shall be subject to disciplinary orcorrective action as set forth in NCAA or Conference enforcement procedures. This provision shall beincluded in all Athletics Department letters <strong>of</strong> employment.Any student-athlete who is knowingly involved in a major NCAA or Conference rule violation willbe subject to disciplinary, eligibility or corrective action, as set forth in the provisions <strong>of</strong> the NCAA orConference enforcement procedures.The President will meet yearly with the Athletics Department staff and emphasize the importance <strong>of</strong>compliance with NCAA and Conference rules.The Athletics Department shall establish an Athletics Department Compliance Handbook, aRecruiting Manual, and a Booster Guide, which shall be subject to the approval <strong>of</strong> the President andmaintained on file in the Athletics Department.A rules education program shall be provided for all Athletics Department staff, student-athletes andrepresentatives <strong>of</strong> the University’s athletics interests. The Compliance Handbook plays a significant rolein this educational effort. The Associate Director <strong>of</strong> Athletics for Compliance and Enforcement will beresponsible for the rules education program.The University’s Legal Counsel will conduct regular meetings with Athletics Department staffregarding the rules education program.The University shall notify its alumni and other representatives <strong>of</strong> its athletics interests <strong>of</strong> the absolutenecessity <strong>of</strong> complying with NCAA and Conference rules. The University’s Guide to Rules ComplianceBooster Guide is distributed to active representatives <strong>of</strong> its athletics interests to aid in compliance withNCAA and Conference rules.(RM, 12-8-88, p. 20802; 12-02-03, p. 28868)6.3.4—DIRECTOR OF ATHLETICSThe Director <strong>of</strong> Athletics shall report directly to the President. The Director shall meet with thePresident’s staff on a regular basis to become familiar with the overall goals and priorities <strong>of</strong> theUniversity and work with the rest <strong>of</strong> the Executive Officers in meeting those goals and priorities.The Director <strong>of</strong> Athletics shall be responsible for the conduct <strong>of</strong> the athletics programs at theUniversity.The Director <strong>of</strong> Athletics shall be directly responsible for the development and implementation <strong>of</strong> allAthletics Department regulations and policies.All head coaches and department directors within the Athletics Department shall report directly to theDirector <strong>of</strong> Athletics. All communications from head coaches or department directors within the AthleticsDepartment to the President or to the Board <strong>of</strong> Regents concerning the operations <strong>of</strong> the AthleticsDepartment for a particular sport or department shall be made through the Director <strong>of</strong> Athletics.THE UNIVERSITY OF OKLAHOMA 298
