The s<strong>of</strong>tware providesa modern s<strong>of</strong>tware platform that enables migration <strong>of</strong> old legacy systems, thereby providingstudents, faculty and staff better access to information.Inasmuch as this s<strong>of</strong>tware is integral and essential to the operation <strong>of</strong> the University,competition with respect to other brands <strong>of</strong> s<strong>of</strong>tware is not applicable. Pricing, however, hasbeen found to be fair. According to Gartner, Inc., a research and advisory firm in the technologyfield, industry standards for s<strong>of</strong>tware maintenance and support costs range from 15 to <strong>22</strong> percent<strong>of</strong> the license fee. The University’s percentage falls at the low end <strong>of</strong> this range.Funding has been identified, is available and set-aside within the InformationTechnology operating account.President Boren recommended the Board <strong>of</strong> Regents authorize the President or hisdesignee to award a sole source contract in the amount <strong>of</strong> $518,279 to Oracle Corporation <strong>of</strong>Irving, Texas, to provide maintenance for Oracle s<strong>of</strong>tware, for a one-year period beginningJuly 1, <strong>2004</strong>.Regent Wade moved approval <strong>of</strong> the recommendation. The following voted yes onthe motion: Regents Everest, Clark, Stuart, Weitzenh<strong>of</strong>fer and Wade. The Chair declared themotion unanimously approved.HARDWARE FOR ENTERPRISE FINANCIAL SYSTEM - NCIn May <strong>2004</strong>, the Board <strong>of</strong> Regents authorized award <strong>of</strong> contracts to PeopleS<strong>of</strong>t USA,Inc. <strong>of</strong> Atlanta, Georgia and Cedar Enterprise Solutions <strong>of</strong> Arlington, Texas for purchase andimplementation <strong>of</strong> an Enterprise Financial System for the Norman Campus with a price not toexceed $3,800,000. It was indicated at that time that hardware for the system (expected to costapproximately $700,000 and not included in the $3.8 million) would be procured through normalUniversity purchasing processes/existing contracts and brought back to the Board at the <strong>June</strong><strong>2004</strong> meeting for approval.The hardware currently supporting the University’s financial system is provided bySun Microsystems Inc., headquartered in Santa Clara, California. To functionally interface withthis hardware and to remain compatible with the existing infrastructure, it is necessary to utilizeSun Microsystems for the requested purchase. The purchase will be ordered through an existingOklahoma State Regents for Higher Education contract with Perfect Order <strong>of</strong> Bixby, Oklahoma,the authorized reseller <strong>of</strong> Sun Microsystems products.As approved by the Board at the May <strong>2004</strong> meeting, funding for the hardware isidentified, available and set-aside within Section 13 and New College Funds and discretionaryreserves.President Boren recommended the Board <strong>of</strong> Regents authorize the President or hisdesignee to award a purchase order in the amount <strong>of</strong> $3<strong>23</strong>,805 to Perfect Order <strong>of</strong> Bixby,Oklahoma (the authorized reseller <strong>of</strong> Sun Microsystems, Inc. products), through a contractestablished by the Oklahoma State Regents for Higher Education, for hardware and associatedmaintenance to be used in support <strong>of</strong> the University’s Enterprise Financial System.Regent Everest moved approval <strong>of</strong> the recommendation. The following voted yes onthe motion: Regents Everest, Clark, Stuart, Weitzenh<strong>of</strong>fer and Wade. The Chair declared themotion unanimously approved.
