REGENTS’ POLICY MANUALSECTION 6—ATHLETICS6.1.3—ACADEMIC MATTERSThe Council annually shall review the admission and academic performance <strong>of</strong> student-athletes.Reports to the Council and/or its Academic Integrity and Student Welfare Subcommittee will includeinformation on admissions, retention, graduations, academic performance, and academic services tostudent-athletes including counseling, tutoring, and the monitoring <strong>of</strong> classroom attendance and grades.The Council shall report its findings and recommendations to Athletics Department personnel and to thePresident.6.1.4—BUSINESS MATTERSAnnual budgets <strong>of</strong> the Athletics Department shall be prepared with active participation <strong>of</strong> the Counciland presented to the Council at such time and in such detail as permits the Council to makerecommendations to the President along with the budget submission. This process shall include an annualreview <strong>of</strong> major capital improvement needs, as recommended by the Athletics Department, andrecommendations shall be made to the President assigning priorities to such needs and, as appropriate,assigning resources. There shall be made available to the Council or the Fiscal Integrity and PersonnelSubcommittee, full information on annual income and expenses <strong>of</strong> the Athletics Department.The Council shall review the marketing and fund-raising policies <strong>of</strong> the Athletics Department foradequacy and to ensure that all such activities are consistent with University policy. The Council shallreview and make recommendations concerning policies for additions to the facilities <strong>of</strong> the AthleticsDepartment and for contractual arrangements for the use <strong>of</strong> facilities not owned by the University.The Council annually will review Athletics Department financial operations. Findings, suggestionsand recommendations, as appropriate, will be made to the President and the Director <strong>of</strong> Athletics.6.1.5—PERSONNEL MATTERSThe Council shall advise on personnel policy relating to key administrators and head coaches,including policies for salaries, bonuses, terminations, hirings and definition <strong>of</strong> duties. One or moremembers <strong>of</strong> the Council will be included on any search or screening committee for a head coach.6.1.6—NCAA AND CONFERENCEThe Council and its Governance and Commitment to Rules Compliance Subcommittee shall reviewproposed and actual NCAA and Conference legislation and decisions that may affect athletics matters atthe University. The Faculty Athletics Representative shall present to the Council a summary <strong>of</strong> activitiesat meetings <strong>of</strong> the NCAA and the Conference. When possible, the Council shall be informed by theFaculty Athletics Representative <strong>of</strong> any pending legislation or decision that may affect athletics at theUniversity. For items <strong>of</strong> concern, the Council will advise the President <strong>of</strong> its position. Therecommendations <strong>of</strong> the Council shall be considered when the final position <strong>of</strong> the University on suchlegislation is established.6.1.7—ATHLETIC COMPETITIONThe Council and its Equity and Sportsmanship Subcommittee annually shall review intercollegiatesports competition and make suggestions or recommendations as appropriate, on facilities, scheduling,recruiting, rule changes or other matters.THE UNIVERSITY OF OKLAHOMA 286
