REGENTS’ POLICY MANUALSECTION 4—FINANCE AND MANAGEMENT4.8.1—UNIVERSITY POLICE OFFICERS4.8.1.A NORMAN AND HEALTH SCIENCES CENTER CAMPUSESIn 1963, the Oklahoma Legislature passed a law that allows universities and colleges to commissiontheir campus police officers. Under this law, the police officers have all the power vested by law in peaceofficers, except the service of civil process, in the protection and guarding of grounds, buildings, personsand equipment of the university, and the prevention of improper conduct and trespassing upon thegrounds of the university. The law also allows commissioned campus police officers to make arrests andtake into custody persons guilty of illegal conduct or trespassing.All campus police officers of the University shall be commissioned by the Board of Regents.The Board of Regents shall prescribe the duties, designate the uniform, fix the compensation, andprovide a written commission for the police officers.The following duties shall be given to the campus police officers:• To enforce all University rules and regulations referred to them for enforcement.• To enforce all state and federal criminal laws upon the property of the University.• To protect and safeguard all students, employees, and visitors of the University.• To protect and guard all of the grounds, buildings, and equipment of the University.• To strive to prevent any improper conduct at the University.• To prevent trespassing upon any property belonging to the University.• When called upon, to aid any other law enforcement agency.• To enforce traffic regulations.• To make investigations and inquiries believed necessary to carry out all of the otherduties.• To make arrests and take into custody any person when such action is necessary tocarry out the duties of the office.4.8.1.B TULSA CAMPUSAt the Tulsa Campus, the University shall employ security officers. These officers are not empoweredas law enforcement officers. These officers report to the Director of Operations on the Tulsa Campus.4.8.2 UNIFORMSTHE UNIVERSITY OF OKLAHOMA 238
REGENTS’ POLICY MANUALSECTION 4—FINANCE AND MANAGEMENTThe President or his or her designee shall, subject to Board of Regents’ approval, designate, approvesubject to Board of Regents’ approval, designate the uniforms for campus police officers and otherenforcement personnel for wear while on duty, or shall prescribe dress appropriate to the individual’sassignment. Police uniforms shall clearly identify the wearer as a campus law enforcement officer, shallbe distinguished from uniforms worn by other law enforcement agencies operating in the samegeographic area, and shall represent the University in a positive and professional manner.(RM, 12-10-64, pp. 8009-11, edited; form of the commission is shown on p. 8011; 12-14-91, p.22707; 3-29-00, p. 26909; 1-27-04, p. 28924).THE UNIVERSITY OF OKLAHOMA 239
