REGENTS’ POLICY MANUALSECTION 3—GENERAL POLICIES3.2.3—STAFFING PLAN PROCEDURE AND AFFIRMATIVE ACTION PLANThe University’s staffing procedure and Affirmative Action Plan are designed jointly to (1) assuremaximum utilization <strong>of</strong> available human resources, and (2) reaffirm the University’s policy that allappointments, promotions, and transfers will be conducted on the basis <strong>of</strong> individual qualifications andmerit without regard to race, color, national origin, sex, age, religion, disability, political beliefs, or statusas a veteran.The plan includes four broad categories, and the criteria for membership in categories II through IVare outlined in the Staff Handbook.I.
