As an American citizen, anemployee may regard it his or her duty to become a candidate.”(RM, 9-14-43, p. 1427; 1-27-<strong>2004</strong>, p. 28924)3.1.14—STAFF SENATESThe Norman Campus Staff Senate is organized to serve as a representative body <strong>of</strong> the staff <strong>of</strong> theNorman Campus <strong>of</strong> the University and to participate in such policy matters <strong>of</strong> the University as maydirectly affect staff appointed through the Norman Campus. The Health Sciences Center Staff Senate isorganized to serve the same purpose for staff on the Health Sciences Center and Tulsa campuses.The Senates shall function for the welfare <strong>of</strong> the University and for the staff they represent. TheyEach shall function as an advisory and policy referral body to the University administration and to thestaff it represents.Member groups shall include without limitation, the Council <strong>of</strong> Administrative Officers, theAdministrative Staff Conference, Managerial Staff Council, the Association <strong>of</strong> The University <strong>of</strong>Oklahoma Pr<strong>of</strong>essional Employees, and the Employee-Management Council.The President is authorized to approve changes in the Charter and By-Laws <strong>of</strong> the Staff Senates thatdo not change the purpose <strong>of</strong> the Staff Senate or the role <strong>of</strong> the Staff Senate in governance <strong>of</strong> theUniversity.(RM, 11-11-71, pp. 11207-12, edited; amended 7-24-75, pp. 13535-40; 12-14-78, p. 15335; 3-29-00,p. 26909; 1-27-<strong>2004</strong>, p. 28924)THE UNIVERSITY OF OKLAHOMA 181
